Why is caps lock turned off in chat? This is a slippery slope and I'm not sure this is the right choice. gateway...

Are you on blind mode?

It's under your settings in the chat.
Additionally, there is a new sanction in the chat, to prevent spamming caps - if you overuse a certain amount of caps within a certain amount of time, the system will disable you from using them. It resets after a while, thinking you learned your lesson. I don't know the specifics.
If not being allowed access to spamming block caps is a determining factor in your site membership, then I'm sorry. Truly, I imagine the decision wasn't meant to antagonize you personally.

If you want to emphasize your speech, you also have the option to use bold, underline and italics.
