Ok, If I want to debate a subject, where should I post it? Under Discussion and Debate, or in the flame wars area?

I believe it would be in the Discussion and Debate section.
Flame Wars is where people go to basically call each other names until one or the other gets bored or a Mod steps in. At least... Thats what it sounds like.
As long as you're offering an intelligent debate and not a "This is my way of seeing things and your ways are stupid and meaningless" post, there should be no problem with posting it in the Discussion and Debate.

It depends on what the discussion is about. If it is something that will get heated and possibly lead to insulting or people going for each other's virtual throats, then Flame Wars is the better place for it. Something meant for clean, intelligent discussion is perfect for Discussion and Debate.
