I haven't been keeping up with this thread, so what I say might have already been mentioned, but oh well.
First, I think the Forums need a good think over. Why are all the settings divided? They're settings, not subjects. The problem with the way it is right now is that, some role plays can have more than one. A bar role play is easiest to show as an example. Say I make a bar that is set in a more 'modern' type setting. But at the same time, I'm allowing fantasy based characters in as well. What forum does it go in?
Which brings me to the second suggestion. Why not have a forum for Bars/schools/whatever. That would solve the problem of people being oh so bored in the OOC forum. It would give them a quick role play that's easy to find and join.
Next is on my list is the rating system. I know this has been addressed a bunch of times, but I want to put in my two cents. I think that the rating system is ridiculous. It's too easy to bring someones' rep down or up. If I were really into the rating system what's stopping me from making an alternate account and boosting my rating by a buttload? And vice versa for bring someones' rep down. Like I read somewhere in this thread, I think the rating system should be given as an option to the user.
Or better yet, if a certain user has been know to harass other users, then a mod can activate it on just that one user. This way, it'd warn GMs about their behavior before they're accepted into a role play
moving onto the idea of clans; I think it could be a really good idea, but with some major faults. But with some tweaking, I think it could work. Instead of 'clans,' you could have 'groups' or 'parties.' These groups or parties don't have to be opposing, they just represent a group of individuals who role play a lot together. This way they don't have to go and PM everyone to get one role play going, or anything like that. All they'd have to do is post a simple message in the Group forum about their role play idea and go from there.
Of course, if two groups got together and decided to have a 'war' type of role play, I don't see any harm in it as long as it STAYS as a role play, and nothing personal comes out of it. People should be able to make these groups as they please, and name it what they please, as well as allow whoever they want into it. I do think that each person should be limited, as far as how many they can create, of course, but unlimited to how many they can join.
