BE IT KNOWN, That in pursuance in the conduct of our war, the nation of Tripolitania will commission armed vessels meeting pre-requisites, authorizing officers and crew thereof, to subdue, seize, and take any armed or unarmed Trantorian or allied vessel, public or private, which shall be found within known space, and such captured vessel, equipment, and the goods or effects which shall be found on board the same, together with all persons belonging to the belligerent party and others who shall be found acting on board, to bring into Tripolitanian custody; and also to retake any vessel, goods, and effects of the people of Tripolitania, which may have been captured.

Those authorized in this Particular Conduct shall remain liable thereto according to the law of nations, and to refrain from and respect the dignity of noncombatants and civilians. Any forces with predilection to the State of Piracy shall be destroyed and persons executed by isotope poisoning. This commission shall last until the formal conclusion of hostilities.
