That is fair, yes. It at least gives the other nations some time to make their own reforms, build up, etc etc and makes sense in the grand scheme of things.

I disagree, a nationalized standing army with uniform training and equipment is a massive advantage in the ancient world. Nevermind the economic and social reasons for the Marian reform such as the latifundia and associated lack of employment options. If Rome were to start off with such an advantage...

Marian reforms already? Shouldn't we have to work for reforms? Rome already having the marian reforms is a bit unbalanced, unless everyone else also has drastic reforms, but that might get to be a little ridiculous, no? :(
