Ok. Let's get a few things clear;
First, there are no real governments. The closest thing you'll find to that is a gang like Horus's, where they run a city. They're strong enough to control it, and anyone living there will have to answer to them. Hence the citizens must pay some kind of 'tax' or tribute, and in exchange they can live in relative security in a city, with protection from outside forces from Horus's gangsters. So you could be a seasoned fighter, which all of the PCs will be, and perhaps be specializing in one or two weapons, but other than that there aint really such a thing as 'special forces' or what not. Exactly what would qualify and classify you to be 'special forces' rather than just another seasoned gang member, who knows how to stay alive and kill much better than the average joe?
Secondly, on the matter of currency and stuff; it's mostly a barter system everywhere, but a few universally accepted forms of currency would be: metal bottle caps, copper coins, silver coins, and the very rare gold coin. Obviously the rank in value is from caps up to gold. Caps are basically used to buy bullets, basic food stuffs, and other minor things. Coppers will get you things like clothes, knives, minor 'cool' items (such as fairly inexpensive jewelry, accessories like sun glasses and all that random shit

), and they're a pretty suitable payment for low ranking gang members, unskilled laborers, etc. Silver will get you things like guns, armor, and all those fairly big purchases, and with enough silvers you can get things like vehicles and what not. But it takes A BIG OL' BAG of silvers to buy somethin like that

. Now gold, is very Very VERY RARE. A gold coin or two will easily buy you a motor bike, four or five gold will buy you a car/truck/van/bus type vehicle. You can kinda see where I'm goin with all this, so I'll leave that alone for now

Now, Gilan, I must say I don't really understand why you're so quite frankly obsessed sounding with being a mercenary or what not. Honestly in this world, freelancers don't survive long. It's one thing to say "I'm a merc, I've been in several gangs, but that's only because they've dissipated, died out, or they quit paying me and a bunch of others so we ALL left together." But just saying, "I'm a merc. I work for the highest payer. If you don't pay me enough or I feel like leaving I leave." That just don't fit in, especially into this world. The others understand already what kind of environment this'll be. Like I and others have said, strength and safety in numbers. If you want your character to not have been with whatever gang you pick for very long, maybe only a couple months up to a year that's fine, but you have to fit into the environment and story, see what we're sayin?
And another thing I'm thinkin

. My character, being the leader of a mobile, nomadic type gang, he's going to be a very good mechanic. He's going to have a high knowledge of vehicles, engines, etc. to keep his gang's vehicles moving and in fighting shape. Why? Because it makes sense! It won't make sense for my char's 'profession' of sorts, besides fighting, to be something like weapon smithing or something else. However, on Horus's end, it WOULD make sense for him to be good at something like manufacturing weapons, or drugs, or alcohol, or something along those lines. To either keep his gang well equipped to keep the citizens in line and to protect themselves from intruders, and on the other professions to make profit from traders, travellers, and to his own citizens to BUY weapons and stuff that they need.
