Personality: Cold, and a little too cruel for a Marine, he was suspended from his Police Duties as a patrol sergeant in an Eastern Town due to brutal treatment of criminals that scared even the Police Chief there. Hearing of his talents, a Marine Captain ordered that he be brought to him. When Hemper arrived, the Captain explained he admired his abilities, and wanted him to have a spar with his best Lieutenant to see if he was worthy of being in the Navy. The fight went wrong, and Hemper killed the Lieutenant instead of simply beating him; shocked, the Captain promptly appointed Hemper a Lieutenant.
Bio/History: Hemper earned his name due to the Hemp cloak and cowl he always wore; in the Police Duties he had, he was scolded for wearing it out of uniform; in retaliation, he broke the officer's hands and was temporarily suspended from duty. Upon returning to duty, he caught many infamous mountain bandits and highwaymen, he apparently slices off a lock of his defeated opponent's hair and wears it around his forehead as a circlet of matching locks of hair. Hemper was suspended from duty again after he slaughtered an entire crew of pirates who were simply looking for supplies and not causing any trouble, when asked why, he replied 'I mistook them for insects'. Later, he was recruited into the Navy, and after displaying his merciless attributes, was promptly appointed a Lieutenant.
Squad: Hemper's Squad consists of four other men and himself, they make up the Marine Assassination Squadron aboard the ship. Apparently, they have only failed one mission in their entire record, that mission being to asssassinate Hemper because he was becoming overly-powerful and respectedf among the Squad; the one who ordered the assassination was a Marine Commodore, who was found dead in his cabin, and hence the assassination order was called off as a failure. The Squad members consist of Reymi Silvers, Alan Sloanth, Krieg Canror, and Yagami Kitora. (All NPC, will RP either as Hemper alone, or as one of the other four)

Devil Fruit: Kagami-Kagami no Mi (Mirror-Mirror Fruit)
The Kagami-Kagami no Mi, as it's name implies, gives Hemper control over the dimension of mirrors. He is able to freely enter and attack from any mirror or reflective surface, giving him a vast area of attack. Unfortunately, his body is also restricted to the world of reflections, for example, if the mirror is small, then only part of his body would be able to pop out of it. While unable to swim, unlike the others who eat the Devil Fruit, Hemper does not fear water. Because Water is a reflective surface, as long as it isn't very deep, Hemper can make use of water with his Devil Fruit as well. While seemingly invincible and undettered, take note this power does not work in places where there are no mirrors or reflections. The Kagami-Kagami no Mi also lets Hemper 'absorb' reflective or mirror objects into his body for later use. The only way to hurt Hemper when he is in the mirror world is to smash the surface where he appears from.
Moves:
- Kagami no Hebi; This move consists of Hemper sticking his hand into a reflective surface and causing it to burst out a reflective surface near the victim, who will be grabbed by his hand and strangled to death, or simply gripped and hurled afar.
- Kagami no Shin; Hemper breaks a large number of mirrors or reflective objects near or on his person, and sucks them into his body. He then expels them from all over his body in a barrage of sharp broken shards that fly off at random directions, impaling anyone near him in a shower of needles.
- Kagami no Yoroi; Hemper dives into a reflective surface, disappearing into it, body and all, vanishing from sight. Hemper then reappears from another large reflective surface, usually behind the user, surprising them considerably.
- Kurohigi: Tsukikagami; A drastic last effort devised by Hemper, he absorbs the reflection of an object off the reflective surface into his body; this gives him control over the object or person's actual body. He cannot move back into the mirror reflective world when he uses this move, neither can he move his own body.
