Umerto City.....A city of sleeze and corruption, well...at least the under city. Umerto City is on Sixlar island; about 150 years ago, there was a massive population problem, so the rich and powerfull built an upper plate to contain a double city, about the size of tokyo bottom and top seperate. the upper city is very elegant, beautiful, ponds and fountains, trees and carvings.But....the undercity is in a state of martial law, gangs run amuck, reigning terror on the people of the undercity; robotech death squads hound the streets, looking for someone breaking protocall. Once in the undercity, special clearance is needed to get out. (Clearance cards are provided to all visitors to the city)

UnderCity:
In all this chaos and class based warfare, a three storie pawn shoppe persists; Its owner, Kashe, the Dwarf; its purpose, to enable a flow of all banned goods in the undercity.
