We're entering a new century, so let's recap what happened in the previous century:
~ Mutancy resurges. Superhuman creatures, unclassified humanoids oddities with things such as telekinesis, premonitions, extra limbs, or weird skin colors slowly but surely increase in numbers and come into conflict with humans.
~ Humans unlock genetic code and begin to manipulate it to give themselves the powers of "mutants" without the apparent deformities.
~ On Planet Earth, circa 2430, the majority of citizens are now genetically enhanced. An age of libertinism begins, spurred on by the decreased vulnerability and fragility of the human race.
~ Cults for and against mutancy rise and fall.
~ The Confederation for Superhuman Control is created to implement more effective law enforcement systems and prisons to adequately contain superhumans. Individual law enforcement officials are given carte blanche in dealing with mutant prisoners and criminals. Practices range from efficient to just plain inhumane.
~ Planet Earth, circa 2455: there is no uncharted territory. Human/mutant civilization has occupied every corner of the globe. Settlements are largely urbanized. All agriculture is outsourced to other planets.
~ 2467: Cult activity steadily on the rise.
~ 2492: Terrorist activity causes a massive meltdown of the world's five largest mutant penitentiaries. Toxic waste is everywhere. Birth deformities reach an all-time high. A fourth of the world's population is killed, but technology saves the rest. After the disaster, humanity (or at least, what little that remains) and superhumanity enter a state of tentative ennui, paying more attention to simple pleasures and decadent frivolities than progress and societal benefit...but how long will that last?
We now live in the 2500s in a massive metroplex of a city known as Tetanietam. In this city, you will find:
~ Several malls, schools, parks, roadways, coffee shops, and all the necessary accomodations.
~ A sprawling suburbia that extends in every direction from the borders of the city.
~ Biohazard Penetentiary - named mostly as a joke, this nearly impenetrable prison is home to chilling experiments that recall, if not magnify, the horrors inflicted on superhuman kind in the previous century.
~ Graveyards, of course. You know, they say the Biohazard Graveyard right behind the jail where the dead experime--err, I mean convicts--is quite romantic at night.
~ Le Cirque Misérable - at this twisted circus of horrors, you can pay to be entertained by or have a good laugh at some really freaky freaks. Living and working conditions for the performers are said to be quite awful. Many are former street urchins and petty criminals, otherwise runaway teens from broken households.

~ Circus freaks, grave diggers, people with little low-paying jobs to fill the middle ground
~ Prison guards, diplomats, government scientists, city leaders, and other people dealing with government and law processes
~ Anything you can think of, really.
