Introduction
The She'olvaticus were gifted with the ability to physically manifest themselves within the realm of mortals. (As their existance is born of a primordial force which presided over hell as an energy prior to the fall of Lucifer. "Ixomas." Thus unaffected by the faustus between Lucifer and Divinus (Aka God) and have no pertinence to the wager set on humanity. )
Note: - In this storiy demons aren't capable of manifesting themselves physically in the human world for two reasons. They are sealed, and they must abide by their wager on humanity and thus can only so much as influence humans. Direct contact is prohibited. They crave embodiement. Though as the story progresses it is shown that some demons do not honor their commitment to the "contract" and reveal themselves carelessly within the human realm.
Azazel (the second strongest devil in Pandæmonium, and the brother of Adonai) omitted his duties to guard the eastern gates of the Pandemon society. His duties were left 'mysteriously unattended'. At which point Lucifers forces, who had planned an attack managed to catch them by surprise. The She'olvaticus retreated to the surface (human world) and blended in with society (And are now living in a somewhat extravagant in France Mansion amidst a dreary housing estate at the city’s edge. December 7, 1941 ), they later discover Azazel was behind the attack on behalf of Lucifer and took Pandæmonium for himself.
As the contract between Divinus and Lucifer is somewhat manipulated by Satan (who later discovers a method to breeching it's standards some 50 years later.) He utilizes what is known as "Kage" (Shadows of Demon spirits who act on impulse/instinct. Or Shadow Puppets.) to cause Havoc in the human world as a result in trying to Kill off the She'olvaticus.
(When they take over the body of a mortal they devolve into grotesque mutants who feed on life force and human blood. They are also capable of passing into the human world.)
The war is subsequently drawn on earth. As the balance in divine power grows frail (With demons holding the advantage) the seal on hell gradually begins to crack, with demonic energy seeping through and demons make full frequent appearances on the surface. Some with malevolent intentions of their own.
Granted, the world was already at war during the attack on Pearl Harbor. Intangible demons saw fit to take advantage of soldiers, and other governing personnel (mostly through possession) in their attempts to kill off the She'olvaticus.
Rules
Though some demons are super powered, ( i.e to the extent of bleach characters ) in some areas of their technique. That does not exactly mean that can't be fatally wounded by human arsanel (Assuming a human gets lucky enough to bypass its supernatural attributes.).
Though a demon may die in the human world, they are not completely destroyed. Their soul is merely detached and thus they are deported back to Hell. Which is specifically why the She'olvaticus have mastered a purgatory technique capable of penetrating the demons spirit as well as the body thus purifying them. Though they do not possess the innate ability to utilize divine energy. They are given certain crests (Known as Exorsist pentacles) attached to their weapon of choice, (the same goes for most other demons as well.) thus when a demon is physically weakened they can deliver the final blow to end them.
Note: that when using abilities, they normally revolve around the use of Arcanum. Magic but not in the fashion most people are use to. I decided to give a bit of a twist. In this story a demons aura often reflects his or her emotion and may appear or disappear depending on their mood. For example. In the Novel Isnoe (Who was provoking Adonai to fight against him.) insulted Adonai by calling him "Uke-Chan", as a result Adonais aura appeared in two shades of burgundy and black in a thin line surrounding his physique. Or the Arch Angel Trinity, who Saw Adonai and was instantly infuriated by his presence. Her aura like Avernus appeared in a transparent sapphire hue in a thin line cascading her physique. - When spells are invoked, typically one must recite an incantation for the full extent of the ability otherwise (for quickness of a spell) raw energy is manipulated in a similar but weaker fashion. In very rare cases unholy or divine immortals have been shown to utilize spells to the full extent of their ability without reciting an incantation. (As shown when Trinity struck Balthazar using her Cadaverous lightning - 死人の雷 (Shinin no kaminari)
technique.)
Appearance of spells: A series of thin transparent pentacles (a series of different shapes and inscriptions) follow the user ; and may or may not be functioning to unlock a seal as one recites the respective incantation. Some pentacles twirl others waver while adding an extravagant effect to the magic used. Typically around the wrist. The strength of the spell corresponds to the size of the pentacle. (Appearance example In the Game trailer for Final fantasy Versus with Noctis Lucis Caelum.)
As it stands, there is currently no demon more powerful in raw strength than Lucifer. Reason being is because Lucifer does not die. Though he can be stopped on any number of levels, don't get me wrong Adonai doesn't represent the divine. Though he finds himself to be at times "The Lesser of Two evils." He seeks an ambition of his own, though for the sake of a higher cause. Lucifer sees him an inconvinience and possible threat to his ambition as the two devils collide with a similar desire to conquer. Neither has any interest in letting the other lead.
Demons who are physically capable of manifesting themselves in the human realm typically have extensive telekinetic abilities. (Some higher than others.) And often rely on them when not using their magic. (Some are incapable of magic.) At times those with weaker use of telekinetic abilities cannot harm those who are obviously more powerful then they are with it.
