The ride on the ship would have taken at the very least several days, with a layover in the Taiyou home worlds of Toguchi, which were a massive Imperial Bastion in the Milky Way Galaxy, Mulavi would be caught in a proverbial limbo when he reached the Toguchi Gateway Spaceport, it was completely foreign, with not a single thing in English, it was likely the man had to bring along a Japanese translator. The spaceport was clean, and bustling with thousands of Taiyou coming and going. There would be holographic signs showing times for the departure to the AXIS galaxy, where Mulavi awaited another layover in the Outsector Guard Bastion worlds. The spaceport was a massive orbital complex easily hundreds of miles in length, with ships coming and going.
Orbital beacons were also lined up towards a massive ring like object, which housed a shimmering foggy blue portal. Mulavi was also assigned a Taiyou adjutant, to assist him in navigating the confused maze of spaceport times, and security checks, which were not only thorough, but quite invasive.

Mulavi was dressed in a charcoal gray suit and starched white shirt with an olive green tie, the stiff, formal dress expected at most Terran functions -- either this, or traditional ethnic dress. And Mulavi didn’t particularly care to don traditional Ghanan garb for the trip to Niihama. He kept his face impassive as they made their way through the Toguchi Gateway Spaceport, keeping his ears open for conversations of the throngs in a variety of languages, no one speaking English that he could recognize.
He had taken Kyota Yoneda, one of the NPA’s agents, along with him, and Yoneda had been quietly translating some of the signs for the NPA’s Acting Director as they went. “How much longer until we arrive?” asked Mulavi to the Taiyou adjutant, fighting to keep some small amount of anxiety and impatience from his voice.

The Adjutant looked up to the hyperspace gate, and then to the departure times. "The trip will be about another three to four days through the Hyperspace gate, then another three hour layover, and the final leg of the journey is about a day. You will be provided more comfortable quarters when our ship is prepared." He said as they walked towards their terminal. "Convoy transit ships tend to have quite spartan passenger quarters, i liken them to the inter-city trains on Niihama." He said, approaching a security checkpoint, four Taiyou conscripts armed with assault rifles seen, one of them shouting in Taiyou at Mulavi, the Adjutant translating. "He asked to see your passport and visa papers." The Adjutant said, before showing his own passport and ISSP ID Card. "I do sincerely apologize for the tight security, but our border security has to be tightened in light of recent developments." He said, as the Conscript looked Mulavi over, then gestured to a full body scanner. "He wants to check you for weapons, and asks you step in the scanner."

Mulavi and Yoneda both reached into their pockets for their passports and visa papers, offering them to the soldier. “Should Agent Yoneda provide his agency identification?” asked Mulavi to the Taiyou adjutant. He stepped forward to the scanner. Mulavi was not armed. “Oh --” Mulavi stopped the adjutant. “Agent Yoneda is carrying his duty weapon. Can he take it through or will he have to check it here for the duration of the trip?” Mulavi’s voice was marked with an African accent, the English slightly clipped as he spoke. He pressed his lips together, his eyebrows furrowed with concern.

The Adjutant shook his head, and then a look of concern fell upon his face. "I told you not to bring any weapons, I understand it might be procedure, but he needs to surrender it immediately, by the grace of the Emperor he may be issued a replacement, but if he attempts to bring a weapon through security at this point, we will be shot." He explained. The Soldier was busy checking the documents, nodding and handing them back to Mulavi before approaching the NPA Agent. "Let me see your visa and passport." He said in Taiyou, grasping his assault rifle, of course since Yoneda appeared Japanese, he would be given more leeway than if a foreigner tried to bring a weapon. The Adjutant, known only as Kondo would speak up once more. "He was likely allowed to bring his weapon because he was assumed an Imperial Agent." The ISSP Agent then spoke to the Conscript, informing him Yoneda was armed, it was then the Conscript held out his hand for the weapon.
The Adjutant inclined his head. "Once again I apologize, I will ensure a replacement is issued."

“I’m sorry about that,” said Mulavi to the adjutant, tightening his jaw. Yoneda removed his weapon from its holster and handed it to the conscript. Mulavi returned his documents to the large briefcase he carried, which also contained a few changes of clothing and toiletries for the trip in addition to his relevant documents. “Speak of the devil... Procedure.” The African man shook his head, the signs and conversations surrounding them catching his attention. Such a crowded place, with people and their voices everywhere. Mulavi thought, for a moment, that it was very much like a refugee camp -- minus the filth and desperation.

Abdalhaq Mulavi leaned in a seat while staring at the planet through the windows of the starship. “Space here looks crowded,” he remarked, looking at Yoneda. “Have you ever traveled through space before?” Yoneda mumbled a yes, flipping through emails on his smartphone. “Anything important?” Yoneda shook his head without looking at the NPA’s Director. Mulavi settled for an uncomfortable silence, turning back toward the Taiyou adjutant. “When we arrive on-world, you’ll stay with us, yes?” he asked the man, half-raising an eyebrow.

He said, as the ship began it's entry, it began to shake violently and rattle somewhat, the orb would grow larger, and eventually towering skyscrapers were seen crowding them, in all directions as far as the eyes could see, a massive jerk and a clunk echoed and the ship came to a stop, caught in some form of landing net and clamped to specialized docking clamps. Several tense moments followed, before the doors opened and a cool breeze rushed into the cabin, and people naturally began to disembark.
"This way." He said, standing up and leaving the transport, long catwalks linked the ship with the terminals, and below was a gap in the decking, revealing crowded buildings below. Yes the ship landed on top of city. The slightest space was valuable on Niihama, and it showed.

The hint of a smile appeared then, and Mulavi motioned for Yoneda to come with him. The man had tucked his smartphone well away, and took his own day-bag, containing his own clothing and belongings, following Mulavi as they approached the helicopter. “I’ve heard that the entire planet is one city,” Mulavi remarked, looking left and right at the sights of the city around and beneath them. It was, though he would not publicly admit it, somewhat disturbing to be standing exactly where they happened to be.

Kondo continued to walk towards the DRHC Craft as it idled. "Half the planet, the eastern hemisphere is one city, but the Emperor in the 4th Dynasty limited the expansion of the city, yet it continued to grow, not out but up, we're standing roughly three of your miles above sea level, there are other cities on the planet, that have grown in their own right, but none like this. It is the nerve center of the entire Empire." Kondo explained, stepping into the craft. "You'l' be meeting with Prime Minister Kayabuki, and Director Aramaki regarding the briefing." He said, as the craft began to lift off, and then it began to fly, looming over another massive chasm which housed ten Shogun Battleships, this docking chasm was linked to a massive catapult mechanism, which launched these massive ships into space.

“Ya’Allah,” muttered Mulavi, taking in the sights of the city, and imagining cities so massive that they sprawled from one pole to the other on a world. He climbed into the helicopter, followed by Yoneda immediately after. “I certainly hope Terra’s not moving in that direction. It can’t all be sunshine and rainbows, can it? The more crowded an area, the more likely crime rates will rise, poverty rates will rise, disease will rise -- those are statistical facts.” He shook his head, straightening his tie and reaching to grip anything for balance inside the helicopter. Mulavi looked out the windows, while Yoneda seemed otherwise occupied.

Kondo spoke up. "Well, it isn't all sunshine and rainbows." He said as he looked out the window to the city below. "Sector five is the top most layer of the city, where the wealthy reside, the middle class reside in sectors four and three, and the lower class reside in sector two, which usually resides in mostly darkness, but some sunlight peers through from the upper portions of the city. Sector one is the old city, the bottom where the diseased, the rejected, and the impoverished reside. Nameless subhumans mutated from the dredges of the city." He explained, as the helicopter continued. "Much of Sector One's inhabitants join the military in hopes of leaving their poverty behind. It's a concrete jungle, complete with it's layers of life."

Mulavi fell into a sobering silence for a time. “What does your government do for those in Sectors Two and One?” he asked, rubbing his fingers along his jaw. Yoneda stiffened beside him. The city moved past them at an alarming speed, and Mulavi was once again reminded of the vast differences in Taiyou and Terran technology. He had yet to take a test flight on the NPA’s tactical chopper, although he made a mental note to do it later. Mulavi, like most would have, tried to focus on less disturbing thoughts than the thought of a society that relegated its most vulnerable citizens to the most deplorable of conditions.

Kondo replied, contemplating his words for a moment as the Botanachi DRHC maneuvered through the skyline. "The Government... the Government doesn't do anything." He said, shaking his head. "There's no social welfare in the Empire, you survive how you can if you're poor." He said, looking out to the massive propaganda posters that adorned the walls of skyscrapers. "There's a huge crime problem, but the Empire refuses to address it, and it festers, the ISSP really only gets the funding to execute the Emperor's will."

“Ministers al-Baroudi and Stigliano would like to establish social welfare programs on Terra,” Mulavi remarked, “but the Libertarian-Conservatives and the Rightists are staunchly opposed, and right now, they have more voting members than the Social Democrats, Leftists, and Center Leftists combined. Still, there are local social welfare programs in many parts of Terra, even if there is nothing centralized.”

The Helicopter continued to maneuver through the massive buildings before a large building near a cluster of massive buildings could be seen, it bore the seal of the 'Inter-Solar System Police' and besides the ISSP Building was a slightly smaller, ultra-modern looking building reading 'Public Security' In Taiyou characters of course, it would require either Kondo or the Japanese man to translate them, the Helicopter passed the ISSP building, and proceeded to land on the roof of the Public Security building. Once it touched down, a short older man and a tall violet-haired woman were seen, along with a younger Japanese woman in a red pantsuit. Kondo inclined his head. "And this is where we part ways." He said, as he helped Mulavi and his agent off the helicopter.

Daisuke Aramaki inclined his head to Mulavi, before speaking up. "I am Director Aramaki, Public Security Section Nine." He said, before nodding to the women. "This is Major Kusanagi, and Prime Minister Kayabuki." He said, before he inclined his head in a small bow.

Motoko Kusanagi spoke up. "This meeting is urgent, and is classified priority. I have arranged for tight security for the briefing, Director you're familiar with the Kathryn Cox missing persons case, right?" She said, before motioning for all of them to head into the building. "We have some startling developments that the Empire wishes to share with your government."

Mulavi and Yoneda departed from the helicopter, with Yoneda thanking the man in Japanese, following Mulavi. “It’s a pleasure to make your acquaintance, Director Aramaki,” said Mulavi, giving the man a respectful bow, and then bowing towards each Motoko and Kayabuki. “It is an honor, Major, Prime Minister.” He did not make direct eye contact with either of the women, assuming a respectful aversion of his gaze. “Yes, Major, I was briefed shortly before I left Terra about Kathryn’s case.” He followed her into the ISSP headquarters while Yoneda whispered translations of the signs for him.

Yoko Kayabuki quietly followed the Major into the Public Security building as well, being the headquarters for Section Nine, and adjacent to the ISSP headquarters, though it was easy to confuse the two buildings in the sea of skyscrapers. "I come on behalf of the Emperor himself, and anything you tell me will be relayed to His Imperial Majesty directly." Kayabuki explained as she followed through into the building, being led by Aramaki to a large conference room, a stack of files written in Taiyou seen at the head of the table, the room finished with an ultra-modern metallic sheen and bearing dark colored carpet.

Daisuke Aramaki nodded before sitting at the table. "Ladies and Gentlemen please have a seat." He said, before pouring everyone a glass of water. "Would anyone like any water before we begin?" He asked, before he nodded to Motoko. "Major, if you would." He said before the lights began to dim.

Motoko Kusanagi nodded before she plugged a small cable into the back of her neck, the screen flickering and showing text scrolling through it before it flashed white, and began to show combat footage from the raid on the brothel. "At approximately four o'clock local time, Section Nine raided this brothel on 156th street in New York City, we did not inform the NPA At the time because we determined the organization to be compromised." She said, before she switched to footage from the interrogation, allowing Mulavi to view the footage in entirety, "We determined that the organization behind Kathryn's kidnapping ran deeper than we originally thought, we've uncovered connections to the organization known only as Hataf." She said, before passing out files and dossiers to both NPA officials.

Just letting everyone know that I've gone through and found as many abandoned characters as I could and placed them back into their original creator's list of characters. There were several thousand characters who I could not determine the owner for, and as such I've placed those in the orphanage.

Hello folks!
There's been a lot of talk lately (mostly unpleasant and misunderstanding) about the invasion and occupation of Terra plot that Barney and I have been working on for over a month and which was recently unveiled publicly (apparently?) in the Multiverse. The idea behind most roleplay usually termed "nation roleplay" or "NRP" is not to overtake or dominate a large-scale roleplay, but to enrich and provide sociological, economic, and political background to such a setting. "Nation roleplay," or roleplaying that involves nation states, de facto state entities, or state-like factions, is intended to be a breeding ground for character development, provide a backdrop for character interactions, and create multiple avenues for diverse and engaging plotlines to develop at both micro and macro levels.
In my own writing, I focus predominantly on the development of individual characters and the dynamics of interactions among those characters. I find overarching, meta-plotlines like this invasion plotline to be an excellent impetus for engendering and fostering more vibrant and compelling character interactions and new plot ideas by creating multiple sources of tension. Characters need not have any high rank or formal affiliation with a faction in order to be impacted by larger events (think of what happens to average citizens when any country goes to war), nor will they necessarily be directly affected in any significant way (think about the everyday lives of most Americans during the Iraq war.) But you, the writers and roleplayers, will have a myriad of opportunities to create, develop, and form deeper and more interesting plots to feature your character(s), given a new set of macro-circumstances.
Both Barney and I welcome and encourage anyone who is interested in active involvement in the invasion plot at any level (very active to vaguely active) in any way whatsoever to talk to either or both of us about your ideas, character(s), and plans. A large number of people have already done so, including the following people:
- krumbla -- I can't remember his idea (I'm sorry, krumbla; talk to me when I'm not sick as a dog?)
- Mr. Crow -- News media company to be formed before the invasion and to provide support to the resistance or rebels following the occupation
- curtsive -- Vigilante anti-terrorist organization to conduct terrorist operations against the occupation
- Alasund De'astio -- plays the Democratic Coalition, allies of the current (canonical to Ylanne) Terran government
- Nemo -- typically handles the military side of the Terran government, as well as Randin Kaye from the Wing City Police Department
- DemiKara -- whose character Aerilyn recently joined the Terran Intelligence Bureau
- Konstantein -- plays a daywalking vampire who will act against the occupation
- AzricanRepublic -- plays the UCON, which has a military presence near Terra and supports the TNG
- Marcus -- plays the Council, which has a vested interest in defending Terran sovereignty
- Tearen Wover -- plays VARIAtech corporation, which is offering military assets to the Terrans
And I'm certain I've forgotten someone (in which case, if that's you, I do sincerely apologize. It's one a.m. and I'm still sick.)
Barney and I have sketched out an overview of how we expect the plot to run from beginning to middle to end; however, despite the fact that both of us obviously plan on the plot following that sequence, it can change its course at any point depending on the ideas and in-character actions of any other folks who decide to get involved.
Some of the plots to occur during the invasion and occupation, both planned and still in discussion, already discussed include the following:
- Arianne Drulovic subjected to an order of indefinite detention
- Democratic Coalition rescuing Drulovic from Aschen custody
- Terran resistance kidnapping self-proclaimed God-Emperor Raphael McGregor
- Drulovic psychologically "breaking" McGregor with his estranged wife Cally
- Hataf attack against Aschen Empire holdings
- Guerrilla warfare between Democratic Coalition, UCON, and Terran forces against Aschen forces

There's been a lot of talk lately (mostly unpleasant and misunderstanding) about the invasion and occupation of Terra plot that Barney and I have been working on for over a month and which was recently unveiled publicly (apparently?) in the Multiverse. The idea behind most roleplay usually termed "nation roleplay" or "NRP" is not to overtake or dominate a large-scale roleplay, but to enrich and provide sociological, economic, and political background to such a setting. "Nation roleplay," or roleplaying that involves nation states, de facto state entities, or state-like factions, is intended to be a breeding ground for character development, provide a backdrop for character interactions, and create multiple avenues for diverse and engaging plotlines to develop at both micro and macro levels.
In my own writing, I focus predominantly on the development of individual characters and the dynamics of interactions among those characters. I find overarching, meta-plotlines like this invasion plotline to be an excellent impetus for engendering and fostering more vibrant and compelling character interactions and new plot ideas by creating multiple sources of tension. Characters need not have any high rank or formal affiliation with a faction in order to be impacted by larger events (think of what happens to average citizens when any country goes to war), nor will they necessarily be directly affected in any significant way (think about the everyday lives of most Americans during the Iraq war.) But you, the writers and roleplayers, will have a myriad of opportunities to create, develop, and form deeper and more interesting plots to feature your character(s), given a new set of macro-circumstances.
Both Barney and I welcome and encourage anyone who is interested in active involvement in the invasion plot at any level (very active to vaguely active) in any way whatsoever to talk to either or both of us about your ideas, character(s), and plans. A large number of people have already done so, including the following people:
- krumbla -- I can't remember his idea (I'm sorry, krumbla; talk to me when I'm not sick as a dog?)
- Mr. Crow -- News media company to be formed before the invasion and to provide support to the resistance or rebels following the occupation
- curtsive -- Vigilante anti-terrorist organization to conduct terrorist operations against the occupation
- Alasund De'astio -- plays the Democratic Coalition, allies of the current (canonical to Ylanne) Terran government
- Nemo -- typically handles the military side of the Terran government, as well as Randin Kaye from the Wing City Police Department
- DemiKara -- whose character Aerilyn recently joined the Terran Intelligence Bureau
- Konstantein -- plays a daywalking vampire who will act against the occupation
- AzricanRepublic -- plays the UCON, which has a military presence near Terra and supports the TNG
- Marcus -- plays the Council, which has a vested interest in defending Terran sovereignty
- Tearen Wover -- plays VARIAtech corporation, which is offering military assets to the Terrans
And I'm certain I've forgotten someone (in which case, if that's you, I do sincerely apologize. It's one a.m. and I'm still sick.)
Barney and I have sketched out an overview of how we expect the plot to run from beginning to middle to end; however, despite the fact that both of us obviously plan on the plot following that sequence, it can change its course at any point depending on the ideas and in-character actions of any other folks who decide to get involved.
Some of the plots to occur during the invasion and occupation, both planned and still in discussion, already discussed include the following:

Taylor's Bar is a location owned by my character, Gabriel Taylor. The Bar/Hotel/Casino is extremely fortified and secured. Each entrance has a metal detector and the place is usually fully staffed with employes. Taylor handles all of his business in house and law enforcement is nearly never called. Various precautions have been set around the bar to account for the magical inhabitants of Terra and keep it's inhabitants safe.

Gabriel Taylor, multimillionaire and owner of Taylor’s Bar, a successful nightclub and hang out for the rich and wealthy, has moved onto his next venture; A casino and hotel. Patrons of Taylor’s bar may have noticed construction going on around back as well as various signs and posters apologizing for the inconvenience; The large tower coming up behind the bar would be rather noticeable to say the least. Last month we got a word with Gabriel Taylor’s manager and he’s said that he has big plans for this place.
“Terra’s never had a place quite like this; Gabriel’s casino will be the first. The casino is the largest in the world and it’s also the most secure. Not only won’t we be hit, but we can’t be hit. We’ve brought in security experts from around the world to devise the most advanced security system Terra has seen. We invite anyone who believes they have what it takes to try and rob us, but I won’t be responsible for your injuries or the blow to your self-esteem. Try to teleport through our walls? Have fun getting stuck inside of them. We’ve worked with various experts in the field of magic and technology to create a sort of ‘teleportation displacer’ as well as armed our guards with anti-magic grenades. Although obviously not 100 percent effective, it gets the job done.
The hotel is large and extravagant. It has everything you’d ever need, ranging from a five star restaurant to indoor pools, and a top of the line spa. Our 2nd floor hosts a large assortment of stores holding anything you can think of including the finest clothing and the newest technology. “
The casino and hotel’s grand opening is April 9th at 7 pm. The party at Taylor’s bar goes from 7 pm to 2 am, but good luck getting in. The guest list is packed and with the security at Taylor’s it’s going to be difficult sneaking in.

[OOC] The Gaia Stones [IC Fantasy Event]

The Gaia Stones is a plot that I am currently GMing within The Multiverse on a planet deep within the Milky Way system where technology is not allowed and will not be able to function. The world is ruled completely by magic and magic law. The story consists of people being summoned to the planet Gaia (if they did not spawn on the planet themselves) and were brought to The Ruby Flask. They were given a task to follow a powerful mage named Ry'nn Traeger to collect stones which would unseal powerful weapons that had once been used to forge the kingdom. The purpose behind the quest beyond that remains to yet be seen.

THE WEAPONS
Skuldgrim the Slayer of Undead
Skuld was the first sword forged on the world of Gaia in the Xanaldra Forge. It is a legendary blade that has not been seen for a hundred generations. It once served Gaia when the undead were a threat to all living beings on the Mother’s soil and vanquished The Risen Horde during the age of Those Who No Longer Roam sent by Eras.
The blade of the sword is long and elegant with a pointed edge that is perfect for piercing into armor. Down its length is the engraving of Sagittae—a beautiful woman—in finely etched lines on one side and the other is the engraved representation of Atargatis—a strong and lithe man. The edges are blunt and glow with a strange red flame from enchantment. The blade and hilt are made from a very light weight and mysterious metal.
The pommel of the sword is marked with an engraving which represents the goddess Sagittae; one of the stars of Gaia and the Mother’s protector from the evil god Eras. The sheath is blood red. It is unbreakable and will never shatter.
It is a sword meant to battle the undead which roam mindlessly on Gaia; skeletons, reanimated corpses, and shades. But with all swords of power, there is a weakness. It cannot kill any living soul and may only be used on the undead.
Artrea the Healing Gauntlets
Artrea were gauntlets worn by a legendary man named Lysander Enlight. The gauntlets were hidden beneath the soil of The Exalted Mountains and were used to light the world when Eras had almost consumed his siblings. For seven turnings of Gaia had Artrea served to the be sole beacon on hope for all living things on the world.
The gauntlets are made from a mysterious metal which is completely white in color, almost as if they were made of our pearl. But they are as harder than any metal known to the current world as the knowledge died with Those Who No Longer Roam. They will light the path when light is needed most.
Glittering feathers protrude backwards and out from the wrist. The fingers are sharpened like ten deadly claws that can grip any surface short of diamonds. It is easy to scale a wall with the gauntlets. But that is not what make the weapons deadly. So sharp in fact are they, that they can pierce through most armor and can slice through human flesh like a razor through parchment. But their greatest power is the ability to touch others and heal their mortal wounds through the use of Will.
There is always a weakness that comes with weapons of great power. Those who adorn the gauntlets and use its abilities will soon find their eyesight failing on them over a long period of time. All those that have ever used them—even once—have gone blind with age. And when they are used to heal, the adorner will find themselves very drained as if their own life-force had been passed into the other in order to save their life.

Gambit's Bar was drained of all its honey by a mysterious yellow bear!

Unfortunately, Wing City police did not know this and were left in confusion to find only a yellow teddy bear with a red shirt at the scene of the crime.
The only customer under record who had ordered a glass of honey that day was a Sangrei Friedn. Responsibility for the bill and possibly the stolen stock of honey have yet to be decided. Police still find Friedn a suspect.

HAHAHAHAHA. The conclusion isn't coming til closer to the summer. Frequency of activity and times when the folks who are involved currently has dropped quite a bit for a variety of reasons, and I don't anticipate the conclusion to Family Pictures for a bit. That said, for those who pay attention to the faction-side of things, the announcement that elections have taken place for the Terran National Government will be posted soonish (i.e. within the next two weeks insh'Allah.)
Those who might be expecting me for roleplay, I will have no internet access this Thursday through Sunday this week except from my phone or if I can access someone else's computer with internet access. You will only be able to reliably reach me via email, which goes to my phone. If you don't have mine, any staff member does, as would anyone who regularly roleplays with me. Thanks!

There's no real procedure to get "started" in the Multiverse. The hub of activity is generally Gambit's Bar, but you can grab a roleplay partner and head anywhere. The sky's the limit!

I'm currently maybe two-thirds of the way through the planned Family Pictures sequence, which can be read here, and am posting one last announcement looking for folks who might still want to become part of that. There are opportunities! They abound, in fact! (Yes, I was looking for an excuse to use the word "abound" in an internet forum post. I successfully created one.) Nothing is completely set in stone, as this, like the rest of my work 'round these 'ere parts, focuses on the development of the individual characters, so if you have vague ideas or would like to learn more, I do not mind sharing information and such. I anticipate working towards a conclusion by March 2012.

Um. Okay. Bear with me. I read through what posts I saw, and took note on things that were said to the best of my ability. Here's where I stand on the Multiverse, where the Multiverse is to me, and yeah. I guess.
I agree that there needs to be a set baseline. For instance, the name of the bar. The name of the world that the bar is on. The name of cities, nearby things like that. There can be a set system of government, the Wing City Police Department, but their "jurisdiction" only stretches so far. Some of the most interesting roleplay I've seen/participated in has involved characters coming from other worlds and having to either deal with, work around, or confront the system of government set in the Multiverse.
Alternately, some of the worst and most frustrating MV roleplaying I've seen has been .. involving characters coming from other worlds and having to deal with, work around, or confront the system of government set in the Multiverse.
I've always seen the MV as a hallways connecting various rooms. The rooms are your own story, your own ideas, your own canon, your own characters; it's where your friends gather and you control things. When you're out in that hall, however, all bets are off. That isn't to say you can pull things out of your ass, but you accept and understand a certain amount of handicap.
For instance, my character Liesha Kennicot is a Special Agent in the United States government, from her Earth. She's aware that there are other Earths, and that she doesn't had any control when in the MV. That's fine. However, when someone else walks up to her and starts trying to give her orders claiming that their faction has taken over mine without a single bit of IC content, that's when things start to go awry.
Reading back over the original post, it seems that the Multiverse has as much substance as you give it. It's a sandbox location where you can freely interact with new characters that you might not get a chance to. For a while, I used the MV as a way to try and test out ideas with people before making a roleplay out of it. You get your circles of friends (as Patch mentioned, his crew of eight) and you go at it. Sometimes you meet in the middle, and sometimes you don't.
And at the risk of ranting, that is all I have to say about that.
