Appearance: A young man with black hair that is often slicked back. He has a narrow face and little to no facial hair. He has dark green eyes.

Disguise: There are many outfits he wears but one of the more prominent disquises is the one with a long white sleeved shirt, a neck high tattered vest, sometimes white gloves, otherwise he has white painted fingernails. White pants that are sort of baggy like cargo pants. White shoes and he wears various face paints, mainly black and white with green tints. His hair is made up into long black and white dreadlocks, some of the locks are striped and he has coontails. Sometimes there are black cords that run from the neck of his vest and wrapped around his fingers.

Personality

Personality: Highly Unpredictable, and Narcissistic, Neuro, is an eccentric man, who has a few screws loose to say the least. While he acts crazy and goofy one minute, he can become elegant, intelligent, and methodical the next. A man who enjoys the finer things in life, while liking the dark and gritty stuff as well.
Likes: Art, Music, Killing, Games both board and video, men and women, dressing up, and theater performances. Also jewelry, fine dining, and of course himself.
Dislikes: Boring people, critics, old people, rural towns, buffets, public transportation, Reality TV, and heroes who stop him from having fun.

History

His mother had similar powers of the mind, she was a psychic named Madame Descartes. She did mind tricks and told people's fortunes for money, but she never used it for anything else. His father, on the other hand, was an abusive drunk who squandered his mother's earnings on booze and loose women. It was one day when young Julian stopped his father's drunken rage by calming his mind and accidentally placing him in a coma, when he told him to go to sleep. His mother looked at him and realize he was like her. She taught young Julian how to control his new found powers, from then on he used it to swindle local kids for money to support his family. When his father awoken from his coma he came back and claimed Julian was a demon child. Soon enough he had child services take him away into foster care. Feeling lost and unwanted he continued to manifest his powers and used them to torment and terrorize each foster family he was sent to. He did this in hope to return to his mother. When he finally returned home he discovered his old home abandoned, when he asked what happened, a local said, “There was a murder in there.” He soon discovered his mother's grave and that his father killed her in a drunken rage. He then went on a manhunt for his father and discovered him at a state penitentiary near Skyline City. When he asked to see him they brought him to a window booth, and there Julian took his revenge, and killed him silently by invading his mind. He had never killed before but it felt so good when he did it; from then on he decided to continue his pleasure by killing more people as well as pursuing his other twisted pleasures.
