CIA Interrogation and Counter-Terrorism Specialist
Ruthless to an extreme. His favorite saying is "Means to an end." Ever since retiring from the Navy he has pursued his new job with complete determination. A politician he is not, but a more dangerous man you will not find. Fond of a fight, he is as quick with his fists as he is with his sarcastic wit. His complete determination to win the war on terror, regardless of the method, has earned scorn and admiration form his fellow soldiers and citizens, not that many know who he really is.
Perhaps his greatest attribute, and one that has made him famous throughout NATO and the terrorist world, is his ability to read people. Body language, the movement of yours eyes, anything and everything are an open book for him to read.
Mission specific
William was recruited into Naval intelligence fresh out of University, the ink of his Bachelors in Communications still wet. He had been studied for two years by operatives from the CIA looking to scope out the best and brightest for their battle against terrorism. His enrolment in the Navy was a test, so to speak, and he passed with flying colours. His career progressed rapidly to the rank of captain until, after one operation in Iraq where his intelligence was rendered useless by meddling politicians, 13 men lost their lives.
In a rage he swore to quit the military and it was at that moment that he was approached by a quiet woman who spoke softly and offered him a chance to make sure such a thing never happened again. He agreed at once. So began to his descent into the murky world of counter-terrorism. As time passed his skills for finding out information were noted and he began to receive more and more "fact-finding" missions. Determined to fight the enemy as they fought him, he became one of the dedicated few who sank to the level of the terrorists. Fighting dirt with dirt, scum with scum in the lowest bowels of hell his war is waged. Learning the Koran back to back he began to use it's passages as a weapon against captured terrorists, making them see how wrong they were. When that failed he had no qualms about resorting to torture. All he needed to do was remember the twisted bodies of the 13 men and women he had been forced to watch die. There is nothing he wont do, no one he would not kill, to preserve the country he loves.
"He is the most dangerous kind of man for he does not fight for money nor power, but for an ideal, and that is more dangerous then any other force on earth." - The President of the United States when asked what he thought of William Rapp's work.
