It's simple. This is an annex to the persistent world of the Multiverse that centers on one location: Wing City.

You live in Wing City or you're a resident. You exist outside the tourist facade presented to the Multiverse at large. You might have been born here or immigrated from another part of Terra. You could be from any walk of life.

Still, there's a few things you need to know:

All Wing City citizens have a red card. This sturdy plastic card has your photo and personal information on it. It's your proof of citizenship, necessary for getting a job and many other things. Lose it, and you might be deported to the International Zone. Tourists and resident aliens are issued temporary white cards. Illegals are out and out deported.

The traffic is a bitch. Take a bus or subway or transmat platform. You can also walk.

The street food is good and the water is clean. Tourism money pays for many good things.

HUBPOL officers don't have a sense of humor. They handle too many tourists and aliens to keep it. Any citizen might apply to HUBPOL's Training School or enlist with ARMARX.

Any breed of character is allowed, from bizarre aliens to baseline humans.
