In 2025, the worlds oil reserves ran dry. Nuclear, Solar, Geothermal and Wind power just wasn't sufficient to break humanity of it's oil addiction. People started stealing what gas there was left, hoarding their oil. Oil was worth nearly $10,000 a barrel by 2028. Local police forces were underfunded due to a lack of income for the government, having not being able to collect any tax from anybody in response to the anarchy, and unable to keep the crime rates down. Black Gold was now the most precious substance on Earth.
The United Nations could only find one opportunity to bring the world back under control, but it would take every last ounce of money it had left to pull it off. They would refund project Wolf Pack to attempt to suppress anarchy and bring world "peace" once again. The only problem was, Wolf Pack did not have any vehicles that did not require gasoline. It took until 2030 to devise designs for the new vehicles. Truly they were the same, with new power plants.
Originally established around 2011 to suppress "End of the world prophets" from causing anarchy, Wolf Pack was a highly trained, highly equipped task force that was meant to keep world peace in all nations of the world belonging to the United Nations. The Wolf Pack nearly disintegrated completely, with the exception of it's leader and a few good men, after the Third World War(A pleasantry name, being the war was fought within political barriers) when it was no longer needed.
The only problem is, Wolf Packs leader, Vulture, has a different plan. A much more devious, and deceptive plan.

""As you all know, the world has descended into anarchy. No government has been able to keep a key grip on their populace, even the most authoritarian of them. The police forces don't have enough money to buy any decent weaponry or enforce any decent protection, and the militaries aren't vast enough to handle the entire nation in which they belong. Paramilitaries are even being hired now, and they're not making the situation any better, either. Now, as you can see here in example A," The man at the podium said, using a laser pointer to point out a few countries on the map(A hot-zone map, marking which countries were experiencing the most riots and where), "America, Russia, and China are the most stable countries. But this is only skin deep, as you can see in example B."
He clicked a button on a remote and pointed out more graphs and charts on the screen. "The governors, presidents, dictators, whatever the hell you want to call them, are barely able to maintain control. Even being the most stable countries, they're all about to crack. Now, being in the middle of the desert in Nevada, in an unassuming area, we're safe. But that doesn't mean we can just hide in this hole for the rest of our lives. No. We were brought together, given funds, and given weapons, vehicles, and all of the great things in this place for a reason."
He clicked another button on the remote, revealing a large image of a wolf. "We were brought here to restore world order. We, as members of the Wolf Pack, are to find some way, somehow, to bring the world back to normal. Even if it means mowing down an entire city of crazed anarchists. Let's just hope that, given the circumstances, it doesn't come to that." The man said with a chuckle.
"How are we supposed to bring an entire world of crazed anarchists to normal, exactly?" A man in the audience asked.
"Good question. Unfortunately, I don't know yet. The tacticians and diplomats are all contemplating on different ways, but none seems to just fit the bill right. We're open to suggestions, though." The man replied.
"Vulture, Wolf Pack has been decommissioned for years. Do you really think we can even do this?"
"No. But it's worth a try, right? Hell, it might even be fun." The man, known only by Vulture, replied. "Any other questions? Nope? Alright, go get a bite to eat. It's breakfast time, anyway, don't wanna deprive you of your food." Vulture said to the audience in the auditorium, turning off the projection screen. Everybody got up and left in an orderly fashion, including himself.
Vulture walked into the large, and loud, mess-hall. Immediately he was bombarded with the smell of multiple breakfast meals, it wasn't exactly appealing to him either. After he had gotten his food, he sat down at a table with a few others and began to chow down."

"$2500..." he said. He sat in the truck for a few moments deciding his next move until he noticed a building in the far distance. He grabbed what little belongings he had, stuffed them into an old backpack and ditched the truck. He had no where else to go, he was lost, and he'd have to wait a bit before going back into the previous town.

He walked out of the cafeteria and made his way to the elevator shaft. There were in total four elevators, each going to the same floors as the others. Certain floors were restricted to certain people, and you needed a retina scan to activate the elevator. If you failed, you get locked in and monitored until a security team arrives.
He placed his eye onto the scanner and the elevator made it's way to the engineering hangars. Upon reaching his destination, he found the entire hangar in darkness. Immediately he drew his pistol and walked forward into the darkness. His pistol in his right hand, and his knife in his left just incase, he walked forward into the darkness. The hangars are never to be in total darkness unless something was wrong.
