Much ado is made about the relative strength of two combatants, as rough equality between the characters is necessary in order to determine who the superior OOC combatant is. To facilitate this, several communities have developed classification systems for powers. While no ranking system is perfect, the most extensive and I think the most frequently referenced would be that of AnimeLeague, which is reproduced here for everyone's convenience and as a starting point for making something that might work better for you.

The descriptions given under each power level are only designed to give you a general idea of what type of ability falls under each Level. Level 1: This is the general human level, encompassing the power attainable by the average Joe and is limited to the most basic of technological weapons, like guns, crossbow and knives—maybe even a scooter if in the wrong hands.
Level 2: Human abilities at their upper, one in a century natural talent peak, but still nothing overtly supernatural. Examples would be a genius IQ, very minor spell-casting ability (I’m talking sparking dried brush into flame). Technological objects such as laser guns fall under this level.
Level 3: If Level 1 is the base human level, and Level 2 is the natural prodigy level, Level 3 incorporates what Hollywood writers think real human beings are capable of. In short, Level 3 is supernatural, but still within the realm of suspension of disbelief.
Level 4: Examples of Level 4 powers and abilities include Mad Scientist level genius and scientific ability, long ranged telepathy, magical powers that do not involve a divine patron, and the ability to shoot flaming bats with magic arrows of light without the aide of that damnable fairy partner.
Level 5: The basics of nano technology capable of regenerating minor wounds, or alternatively wizardry or clerical ability capable of the same. You can pilot your own short range star fighter and have access to technology so advanced as to be almost magical in nature. Magic is now capable of duplicating the effects of major natural calamities such as earthquakes and meteor impacts, and duplicating any effect of the same energy scale.
Level 6: The ability to heal major damage taken bother personally, or by others, through the method of your choice. Level six characters can travel the stars with ease, conquer entire nations alone, and survive destruction that would cripple a battleship.
Level 7: You can distort space-time at will with your magic, enough so to influence events worlds or even years away, and your physical strikes can no longer even be seen. Technology is, at this level, capable of anything that is physically possible and of the global scale or smaller.
Level 8: Your powers can cut down small armies, and shield you from the effects of nuclear weapons. You are no longer merely limited to visiting other worlds and epochs from afar, but may now visit them personally. Powers are of a scale capable of affecting entire planets, or of affecting locations across solar systems and dimensions.
Level 9: That your powers rank less then omnipotent and have finite energy requirements are essentially your only restrictions at this point. Level nine powers can affect entire galaxies, and entire star systems across multiple dimensions.
Level 10: Anything becomes possible within the restraints of the rules of the forum and common sense.
How long will he keep on fighting? How long will his pain last? Maybe only the X-Buster on his hand knows for sure...

Furthermore, if you're trying to discern between the power tiers of T1 combat, these are simple checks to remember. They are a bit imprecise, but will give you a good estimation of what tier you're dealing with.

Realistic Melee: Can an ordinary human at peak physical condition perform all the feats my character can?

Unrealistic Melee: Does my character possess superhuman physical abilities, a power heavily limited in usage and scope, or unnatural intelligence/technology?

Mild Powers: Does my character possess powers and abilities which render ordinary melee strikes useless?

Powered: Is my character limited by reality and the laws which govern it?

I used the OP for the Arena, to help judge power levels, and quite a few people didn't like it for some reason.
