RPGWell ninja, the Alliance and Empire are at war, its just kinda stalled into skirmishes and raiding. Plus the Empire already has a plan to breath a little life back into the conflict.
Anyways, it sounds like idea 1 is the winner and I have sent out a few pms and will be opening a recruiting thread some time today.
