In most largely populated areas, there are superheroes (Called Light). And, as it always is, there are supervillians (Called Shadow), as well. These people are called into being by their astrological signs, meaning of course, that there are 12 on either side. When they are in balance, cities tend to be fairly decent places to live, though not overly charming. When the shadow side reigns supreme, cities are dangerous and inhospitable, and when light reigns supreme, cities are actually too nice to make people comfortable.
These two sides live in the "in-between," only able to cross over the border between said "in-between" and the real world at dusk or sunrise, and they are constantly battling one another for supremacy. Shadow beings can influence the people living in the world negatively (not by controlling them, but by whispering ideas into their heads), while light can influence people positively, in the same manner. They each have weapons that represent them (for instance, Leo has a mace, while Sagittarius has a crossbow).
Zodiac signs are passed down in a matriarchy, meaning that children's mothers choose both their signs and their futures. While this doesn't stop men from becoming zodiac members (and there are plenty of men), it means that a child's mother's genes overrule those of men - the future member is always born on their mother's birthday (whether prematurely or after a very long pregnancy), and take up their calling upon their 23rd birthday.
There are humans who are aware of these beings. At any time, there is one human called the Recorder - they write down the happenings of the zodiac groups in graphic novels - light can only read light ones, while shadow can only read shadow ones - but the entire history of the societies are there, in writing, for any normal human to pick up and read (although they rarely know that what they're reading is real). Said Recorder receives the information in their dreams, although they are aware that what they are recording is, indeed, fact.
