Well here's the short [and non educational] answer:
Yes.
And here's the long science bit.
In a Vampyr's hands the nerve endings are a lot closer to the skin, and about a hundred times more sensitive. Their odd brain structure allows them to process all the information they receive at the speed of roughly seven super-computers. Using this brain-speed they can differentiate between different sensations - often in the form of vibrations, much like with spiders - to find prey, water, hives, and anything else they want within a hundred yard radius. Speaking of their nervous system, i should point out that in and around their abdomen [around it meaning in the shoulders and thighs two inches down] they have little or no nerve endings. If they do have any they are simply a genetic accident waiting to be evolved away as they are essentially useless and dead. The nerve endings in their abdomens cannot send any kind of electrical signals, and thus, they cannot feel pain, heat, or even cold. Excluding their lower thighs, legs, forearms, hands, lower jaw, and front of the neck. In their head their skull is, along with the rest of their bone, highly dense, yet powerfully strong. Think steel wood times a trillion.
Now back to my original explanation. In terms of "feeling" things as you put it they can only do that literally with their hands, see above. And though they have vastly improved senses, they have their own bodily problems. They often have birth defects which allow some senses to be stronger and others totally destroyed. Some have been shown to have thicker skin than others, along with an odd amount of Heterochromia. This makes each of their eyes two separate colours entirely, if they had eye colours to begin with as many have blackened over pupils or have no irises.
Does that answer your nervous questions?
