Of course, I saw you hanging out in the chat just now. Nice to get a chance to meet you! I love getting to know the new users to the site.

Well, I should walk you through the usual steps. I'm Sato, a longtime member and resident lurker of the forums, and if you need any help with anything here at RolePlayGateway, then just bug me about it! Haha.

So! How long have you been roleplaying? What are your favorite sorts of settings to write in? Do you have any friends here yet? I see you just joined, but you see friendly and amiable enough, so I think you'll fit right in.

Anyways, about submitting a character - when you browse an open roleplay, you should see if the GM has their character accepting set to automatic, or not. Check out this guide on the chat system. There's a character submission part in there, that should clear things up for you. That guide is a little outdated, as I took a seven month hiatus recently, but it'll still clear up any questions you might have.

It's pretty straightforward, submitting a character. Usually the GM will have it set so that they have to accept or reject your character before you can start posting.
