I dunno about that Vin. The Salient pre-dates ADAM.
If it was built to harbor AI at all, it was probably not built for this experiment. Networks may still be cut off from each other, or if not it would likely be a simple operation to cut them off.

It's a fleet. You still have a crapton of ships, yes?
It doesn't matter how long the cooldown is, they won't all shoot in perfect unison. While some are on cooldown, others can shoot.
