Reading the GURPS 4e Path/Book Magic Rules, and a little con

I'm reading the rules for these forms of magic, and it seems like each Grimoire and Path gets its own skill. Then paths are free form, and can do more or less anything reasonably within the scope of the path, rolling the appropriate path skill, while the Grimoire skill allows any casting of a spell in the grimoire at the listed penalty.

Is this accurate? Can someone more familiar with them give me a rundown on how they're supposed to work? There's a lot of content in that section of GURPS Thaumatology.
