Introduction
For decades, the world lived without peace. It was only after the wars had been fought that they realized the graveness of their decision to continue fighting. Pushed to the corners of, either side responded with their own weapons while holding in their minds that war was the only solution.
Imagine a place where people never thought of hurting of each other. A place where conflict and war were nowhere to be seen, where peace sweeps over like a soft tide and fills the soul with a gentle warmth. An idea, a theory, an unrealistic dream as some would say...
Enter Elkai, the city meant to realize hopes and dreams. The city that that revitalized the world in turmoil and manifested man's deepest desires for a world that functioned without war. The decision to find a peaceful resolve to the chaos that war brought was unanimous. The people debated but it was ultimately the leaders that paved the way to a peaceful future. And so a vision of a peaceful society came to past, where one could live in peace without the troubles chaos and war.
A utopia, as some would put it. Violence never reigned and unnecessary blood was never spilled. A Legends tells of God, while at the end of the War Era, had finally reached down from the heavens and placed a handful of seeds in the Earth. The seeds rooted in to the soil and soon grew in to Elkai, or what her people calls "a new eden."
Now with the presence of war gone, the world lives in peace.
A law originally started as an idea behind the doors of the Information Collections Embassy, otherwise referred to as "ICE". This law gives the government as well as the leaders of Elkai the power to, at any given time, order a person to be employed as an agent in ICE. To become an agent of ICE, the person must accept the responsibilities of protecting information that could be threatening to Elkai should the information ever be revealed to outsiders. Unfortunately to be given access to this information the person must forfeit all ties of his or her life and must swear to never again set foot outside the doors of ICE.
This commitment to Elkai furthered the leaders' population with the people. To protect one's beloved city the people agreed while going about their day until the moment came when they were chosen. However perfect Elkai is thought to be, given the right amount of time, secret information can destroy even the mightiest of powers.
Lady Sovereign, Queen, President of Elkai: Fior Shoshanna
A woman driven by peace and the protection of Elkai. Fior Shoshanna's sole vision made it possible for Elkai to flourish eloquently along the passage of time while weighing heavily on outside forces that sought to corrupt her city. It was her vision that created the Judicators, Elkai's most elite protectors that have never failed to catch and severely punish those that committed crimes. Shoshanna was also behind the ideas of hyper cybernetics which aloud cyborgs to fuse with the minds of people. This idea impacted hugely on the society of Elkai as it aloud artificial systems to be controlled telepathically by humans.
With this idea Shoshanna also placed her vision of hyper cybernectics in to more mundane things used in day to day life. Things like roads, buildings, house appliances such as sinks and bathrooms as well as the underlying systemic grid on which Elkai ran. One might say that because of Queen Shoshanna, Elkai was no more a city of natural resources but a city ran on a powerful core with circuits running throughout the entire city.
Guardians of Elkai, Protectors of Peace, Soldiers of Shoashanna: The Judicators
As the keepers of order the Judicators goal is to safeguard the well-being of Elkai. Unable to speak, they carry out the orders directed by Queen Shoshanna without reply. As the guardians of Elkai as well as being the most deadly of Shoshanna's forces the Judicators are looked at as angels sent from God himself chosen to watch over Shoanna's people.
Not much is known of who they are or if they're entirely cybenernetic. The only thing clear is that they will do what is necessary to maintain order while only appearing when given tasked.
Elkai's Police Force, Maintainers of Order, Trained Regiment of Elkai: The Alerion
Unlike the Judicators, the Alerion are in placed in the streets of Elkai as the number one go-to for day to day crimes. The Alerion's job is to respond to civilian crisis such as hacking, theft and murder and will usually apprehend criminals given they're caught in time. Unlike their more dominating counterparts, the Judicators, the Alerion's reputation leaves a bit to be desired. Foot soldiers, as some would call them, responding to the crimes more deeply woven in to the streets of Elkai.
To this day Elkai had never met a foe that it couldn't defeat. From time to time an uprising would occur but in the blink of an eye the sudden opposition would be met with a fury so quick that the people were never aware of it's existence. But why, one would ask, would such a peaceful city have an opposition in the first place?
The answer lies beneath the city, behind the mask of peace. Those who dared to question Elkai meant the same as objecting to Shoshanna's rule which than would lead to severe punishment. However, there are those few who've discovered something dark in they system of Elkai that needed to be known.
The Necessary Random Draft Act penned by ICE and legalized by Shoshanna warranted free power to recruit any and every sing citizen in Elkai when needed. The nature in the NRD Act to this day remains shrouded in mystery. Questions rang out in the open asking why such need of taking loved ones away was in such high demand. The questions also asked why people were subjected to hardly any knowledge of their loved ones after being taken in by ICE.
In one of Elkai's most top-secret facilities, there is a testing of hyper cybernetics where one fuses the mind with artificially made robots. Leading to the facility there is another joint facility built to house the finished experiments. The operations of these facilities are still shrouded in mystery but as time goes on, their goals become clearer.
Before being drastically shut down and literally burnt to a crisp, a liberal newspaper spoke of Elkai's secret operations in facilities that participated in experiments that precariously played with life. It's in these facilities that people are subjected to experiments that places converts their minds in to the very fabric of Elkai's underlying grid like system. Their brains are transplanted in to small pod-like structures which than are connected by circuits to a core that powers different parts of the city. Ofcourse, these were just conspiracies.
But could these conspiracies be true? None, except for a few dared to question Shoshanna's rule. Could the idea of her cybernetics be the cause of their loved ones disappearing?
By this time I hope you will have realized the secret operations as masqueraded by Queen Shoshanna and ICE. Most people's brains are transplanted in to the core of Elkai allowing the city to be powered literally on people's minds while others are subjected to more dangerous experiments. This at one time was brought to light by a liberal newspaper dubbed "The Witness," but because of Shoshanna's power the stories were in to mere conspiracies and so the people paid no attention to them. In wanting to continue the belief of Elkai being solely built on hopes and dreams they wanted to deny this truth as much as the could.
In this story that, if you decided to undertake it, will involve you who's been subjected to the NRD Act and placed in to one of ICE's main facilities. It's here that the conspiracies that you thought weren't true take on a scary reality. After being told that you won't be made an agent of ICE you're then subjected to a wide array of experiments that alter both your mind and body. It's here in the facilities that you're robbed of every feeling, emotion, sadness and happiness that made you human.
Being chosen to take on the more dangerous experiments, you become something entirely different from what you once were. A sliver of your mind stays intact only to wonder if you're still human. When making your character sheet please take note that your character has gone through a wide array of experiments that altered their minds and bodies. What your sheet is meant to present is a few important points of who they were prior to the experiments and what they are now.
IMPORTANT: Everything listed in the character sheet is important. You can add other things as well as long as you don't forget to mention the things I've listed.

"The facilities were and still are meant to house the construction of SAS,(Support and Aid Systems) which were mainly robotic maids and butlers. The media wrote in admiration to the successes of ICE (as well as Queen Shoshanna in creating a positive agency) in creating a means to make life easier. Their achievements drew in even more praise as the media continued to cover their stories.
Even as the stories drew more attention word of something darker began to form under the nose of ICE, as well as Queen Shoshanna. The stories began when the literary paper, dubbed "The Witness" began to suspect of ICE of dealing in plots that endangered civilian lives. At first the stories were dismissed as conspiracies, but as time passed evidence that pointed to ICE's true nature began to take hold in the minds of citizens.
On the outside, the facilities looked harmless. ICE and Queen Shoshanna both knew this and they played at their own game of innocence and made themselves to appear as victims to The Witness's accusations. Eventually, the people grew in favor of them and voted to dispose of The Witness and their accusatory publications. The building that printed The Witness' conspiracies was eventually burned down after which the ICE facilities resumed operations."

Present Day
The events that occurred four years ago are all but a whisper. ICE remained untouched and Queen Shoshanna continued to fund their operations. Employees that fled from The Witness' building were found and apprehended - what happened to them was obvious. The people went about their day leaving behind the ashes of The Witness, their stories permanently erased. It was almost as if nothing had happened
But something did happen...
Deep in the the facilities a dark story continues to be written. A story that was once on the brink of being told but was snuffed out by the powers that be. People are still being called to ICE who's loved ones are too frightened to raise questions. As history once proved, to go against the powers that be meant a fate so dark that it would alter life to the point of no return.
What occurs in the facilities is unspeakable. The ones imprisoned no longer feel human. Their minds are altered to the point that their loved ones are no longer recognizable.
Could they still be saved? Is their anyone left in this society that still believes in the truth? In this picture-perfect city they've covered their actions so that their secret never got out. So far, they've succeeded.
