There were some children born with uncontrollable powers. They were orphaned, abandoned mostly, young, and took in by a group of scientists and governors. Unfortunately, they could not be controlled, they were rogues, and now have to have their powers removed. They can't be killed, because they are very important. England have been elected to care for these children, and they all live in a top secret lab in the city of Liverpool. The lab is like a house, it has a living room, diner, kitchen, study, bedrooms that are more like dorms, and a lab in the basement. They all have their own elected scientists.

The scientists experiment desperately on these teenagers to save the world. They are important. Some children have more than one scientist, others have more. In the same way, the most skilled of scientists could have two or three.

The governors take care and make sure everything runs smoothly.
