Arcs

Collectibles
By creating Collectibles, you can reward your players with unique items that accentuate their character sheets.
Once an Item has been created, it can be spawned in the IC using /spawn Item Name
(case-sensitive, as usual) — this can be followed with /take Item Name
to retrieve the item into the current character's inventory.
Mobs
Give your Universe life by adding a Mob, which are auto-replenishing NPCs your players can interact with. Useful for some quick hack-and-slash fun!
Mobs can be automated spawns, like rats and bats, or full-on NPCs complete with conversation menus. Use them to enhance your player experience!

The Forge

I like all the ideas slated out so far. I PMed Xlanar as to how combat was to handled. I think the combat system is important in a game with War in the title. I have yet to receive a response. I have a couple of ideas but I don't want to jump on his game if he has ideas about how best to decide.
If Xlanar doesn't come back to either OOC discussion or PM within two weeks I will happily take over the game prep until his return.

I think there should be at least a few characters in each of the gangs and maybe a cop or two before we start.
Also, I think members should be able to move between gangs, within reason. I mean, people who have been in a big gang for years would have a sort of loyalty to them, so they would be unlikely to leave. However, a bigger gang might recruit a promising member from a street gang, or a member of one gang could leave and form their own gang. I think there should be a way to organize this because it could make gameplay more interesting. However, if it is too complicated, we could scrap the idea. (It probably wouldn't work quite as well with few players.)

What you've suggested makes a lot of since. Major gangs wouldn't bother directly with minors, too many liabilities.Street gangs however will generally take all comers and the leaders may be able to make contact with the crime families.
If you'd like me to GM with / for you I would be more than happy to do so. Its time for me to bring something new to games. We discuss that more here or via PM if you want.
Is there a particular number of players you want before we start?

Also, I think that characters under 18 are not able to join a big gang. So if you are too young you must join a street gang and not the Bratva, Yakuza or Triad.

As to the judging its always a good idea to have more than one, but I come from messenger role play where having more than one judge is really a must so there isn't ooc fighting over god moding. I'm getting used to forum based rp... allow me to rephrase that, I am trying to get used to forum based rp but every time I make a character, or ask a question on the rpers wanted post it dies..... I'm begining to think people don't like me :D . All Jokes aside I have a few characters to write up today after I get out of class so I'll write up a few for here and whatever one fits for what you want I'll play. Or play them all, don't quite matter to me too much.

Also with some cops you could have some true competition. Too often I feel like role plays miss a critical part and that would be the word 'game'. This would finally create a 'reason' for the players to play.
Two Gms would be awesome.....One cop and one gangster? That way you have a judge on each side for missions. Where are you marketing this game I'd like to get the word out so we can make this happen.

But if we have two GMs it could mean that you could have a character, just the other GM will moderate that character, so that there is no chance of a bias.
Also, I would like the idea of cops in the RP. But I was thinking that there would be some kind of NEW police force that is not corrupt and weak and they show up and make it more difficult for the gangs in the city.

I've seen games like this benefit from a GM judged / Mission post structure. Meaning that when a character does something like rob a liquor store this is considered a mission and the outcome is judged (based on the players post) by a GM with the player explicitly stating his / her requests at the bottom of the post in an OOC form.
This system prevents God-Moding really well as GMs don't have character attachments of their own. Obviously depending on the size of the RP you would need a certain amount of GMs.
In this system GMs would not need to pass judgment on entirely social situations (IE Parties, Gang Meetings and what not) and would not be allowed to pass judgment on PvP situation until all players concerned have had a chance to respond.
If this is something you had planned then forgive and I will await further details. If this is something you would like to discuss further I would be happy to do that as well. I have been waiting for a good gang role play and this has everything in place to be great. I only suggest this system to further enhance a fun concept. I would also be happy to moderate this system and forgo a character of my own to help make a great game.
