Power Negation- he can cause the abilities of any mutant to get within 100 feet of his body to stop working, essentially turning them human once more. This is not permanent, and as soon as they get out of his range they are no longer affected, but he can do this to anyone who gets close enough, as long as he knows they are there
Power Bestowal- he can send radiation into normal people and cause them to mutate instantly, meaning they will automatically have a power, but only it it's first stage, meaning they cannot fully use or control it right away. He can also do this to a mutant and boost their abilities, which can be a good or bad thing depending on the power. To do this he has to be able to touch their skin though
Superhuman Skills- he is twice as strong, fast, and agile as a normal person
History:
Judgment, once known as Joseph Cornell, and Subject #0375 in between, was raised in a military family. His father had served proudly, as had his grandfather, great grandfather, and so on and so forth. However, he was no soldier, often failing missions, cowering and hiding during them, and never as physically fit as the others. It was because of this that his father, who now is the commander of the Project M3 -gathering of mutants- 'volunteered' him to be a part of the original Project M.
At first it was thought that the experiments would kill him, but instead they made him much stronger and faster. Seeing that he took well to the gene mutations, he was placed in Program M2, which is what caused the explosion. Since then they have been trying to create a cure from his body to use on rogue mutants, as well as forcing him to use his powers to create mutant soldiers. All he cares about, however, is fighting, killing, and toying with people. He loves to take their powers, watch as they try helplessly to kill him, then give them their powers back just before squashing them like a bug.
