T.A.R.G.E.T was first formed after the evacuation of Dunkirk in June 1940, the war was going south and with the Nazi’s on Britain’s doorstep a high ranking General by the name of Harrison Pennington formed a team of British, French and Russian spies(later introduce Americans); their main mission; Reconnaissance on Nazi Military Strongholds. These men and women were the best, anything less would have been a disaster for this Top Secret organisation. Many infiltrated the Nazi Ranks, reporting back to their superiors via a code created specially for the members of T.A.R.G.E.T, a code which still remains deciphered by none. These agents were the first in a breed of ‘Invisible Government Agents’ whilst on a mission they were their persona, all traces of their previous life obliterated, to this day the works of the Agent is unknown. However undoubtedly they played a main roll in winning the war.

After the war, T.A.R.G.E.T Operations were discontinued, the Agents given new identities and the penalty they faced for talking about their work during the war? They were taken out by one of T.A.R.G.E.T assassins. During the cold war, General Pennington was pulled out of retirement, then aged 76 he was ordered to reassemble a team by NATO to pull off reconnaissance missions into the heart of the Soviet Union, along with a new task for the organisation; the assassinations of those deemed a threat to the peace. A nuclear war would mean the end and these agent would stop at nothing to prevent that from happening.

Unlike after the Second World War, T.A.R.G.E.T was kept operational after the cold war; their goal; the recon and illumination of those apposing the peace. General Pennington was made Executive Director and remained in that position until his death in 1978. After this the organisation went through a period of anarchy, when ‘the council’ appointed Jasper Howell as the new Executive Director a decision which split the force. Jasper Howell was a West Point graduate who fought in the Vietnam War, rising quickly through the ranks and due to his successful missions behind enemy lines; in 1972 he was asked to join T.A.R.G.E.T’s recon team, something which he accepted. The man was deemed a hero by some and villain by others, he was successful in his missions yet that was not without casualties, mainly civilians going against one of the organisations founding principle; the protection and Safety of all civilians. These disparities were generally swept under the rug, he was an American Hero after all, and who would dare accuse the golden boy of unthinkable war crimes? After the death of the well respected General Pennington, Howell began his rule; he began developing new weapons, doing experiments with an unknown power source derived from the earths crust; he believed T.A.R.G.E.T could be invincible, he had treacherous ideas. Blinded by power, Jasper experiments with the energy he called ‘Magma’ became even more obsessive and his rule of tyranny became even more so, when he executed in cold blood three agents who vocally opposed his rule. The council could no longer turn a blind eye, they immediately stripped Howell of all ranks and discharged him from service and naturally he didn’t go easy. The battle which ensured, pinned agent on agent, those loyal to Howell against those loyal to T.A.R.G.E.T, it was a bloody mess which resulted in deaths of numerous agents and the eventual capture of Howell. His followers scattered, going underground, they knew better than anyone how to ‘disappear.’ Howell himself was incarcerated in a maximum security, top secret T.A.R.G.E.T facility, where he remains till this day, but just for how much longer?

When the dust settled, T.A.R.G.E.T was once again abandoned as NATO feared the organisation had too much power and influence. The scientific department was however continued despite the dispansion of the main body. Head by the genius that is Dr Don Stein, they were the leader technological innovations, including sustainable energy, satellites and unbeatable surveillance equipment …yet they were also ordered to carry on Howell’s research into the ‘Magma’ energy source.

In 1993, Dr Stein’s equipment detected a dramatic influx of Gamma radiation in the earths atmosphere and contributed this to another source experimenting on the ‘Magma’ coming to the conclusion that since the only people who knew about the energy source was himself and Howell’s followers that they had resurfaced; the main question? Why now?

NATO wasted no time in reassembling T.A.R.G.E.T, under the new command of Captain Samuel Stewart, a trusted Captain in the US Army. Before they could track the source of the Gamma radiation, the spikes fell and activity seemingly went underground once again and has remained that way…until now.

The date is September 14th 2012, the agents of T.A.R.G.E.T have returned to their original mission of keeping the peace, along with keeping a watchful eye out for Howell’s followers. Dr Stein is still working on the ‘Magma’ trying to find a way of harnessing it’s energy in hope of creating an unlimited power source which will not dwindle for thousands, possibly millions of years. It was common knowledge that Howell had managed to create weapons of mass destruction, but going over the tyrants note, he discovered something far more unnerving…he was trying to create an army. Distressed by this he contacts the council, via Captain Stewart and they grant him permission to go and speak to the tyrant himself. Surprised to hear that Howell is still alive, he must have been almost seventy, but what surprised him more was that he seemingly hadn’t aged, that and he seemed extremely happy to see him, in honesty he didn’t know what unsettled him more.

At 1900 hours that evening, all surveillance went black, headquarters were in the dark, nothing they could do could get them back online, they could only wait. Ten minutes later the cameras came back on, Howell and Stein were gone, the guards dead; it had been a swift, well executed plan which had left no survivors. With Stein missing and Howell escaped, Captain Stewart must organise a team to rescue the Doctor and try to figure out just what the hell was going on.

T.A.R.G.E.T has a nine-level ranking structure, which goes as follows: (lowest to highest)

Along with this you also have a security-clearance hierarchy which operates on a scale ranging from “Level One” being the lowest, to “Level Ten” being the highest. Only The Executive Director and The Council have level ten clearances.

Intelligence: Here espionage is the game; these agents are highly trained, speak multiple languages and are masters of disguise. They are the ones who infiltrate military ranks, organised crime rings, corrupt political cabinets. They can spent months or even years undercover, relaying the information they learn back to command.

Research: The scientific department is leading the way in innovative technologies,
They create new weapons for the agents, the highest of high-tech surveillance equipment and artificial intelligence. Head by Dr Don Stein, his team are also looking into the energy source which is ‘Magma’ an unknown element from the earth’s crust which has the ability to become a substitute for an unlimited energy source for the earth.

Enforcers: The newest department of T.A.R.G.E.T, their aim is to assassinate those who cause a threat to world peace. They are deadly when they need to be but are not reckless killers; they are only ordered to ‘take the shot’ if there is no other solution.
They enforce the law to those who deem themselves above it and are often the ones to arrest the criminal after Intelligence has gathered enough information.

T.A.R.G.E.T has many operative bases all over the globe; its headquarters however is in the New York City underground, accessible by many secret locations around the city and connected to the main hub by a series of tunnels. Everything is state-of-the-art and whilst they remain undetectable to their enemies, they have eyes and ears everywhere.

Here, there are a labyrinth of rooms, ranging from Command central, scientific labs, technology development, recon analysis, a jail compound to hold even the worst of criminals, interrogation rooms and sleeping quarters; although many of the agents are given apartments around or near the city.

Along with HQ there is Hydro, a submerged facility off the gulf coast, from above it looks like nothing more that a Oil Rig, a clever disguise to those who don’t know it’s there. Most of the time it remains stationary, only accessible by helicopter to the rig and then a lift straight down, or by a mini sub. When need be, the facility holds thrusters, which can move the ‘submerged city’ to a new location.
