Quill walked into the Press Room after showing her press Badge to the guard, beforeshe shuffled along a row of chairs to take her preassigned spot front and centre.
Malcom David Piers waited impatiently, combing his hair and checking his watch. He finally found his seat near a lady with green hair. Malcom shot her a charming smile, then turned his attention to the front of the room. PDA out, he was ready.
Winne Rineswurth didn't care where she was seated, so long as she got the story, but boy did she envy that front and center spot. No matter, Winne had somehow managed to get a spot by the entrance and exit door, which was almost as good.

Other reporters began to crowd in, adjusting their equipment. Winne's cameraman had managed to nag a good angle, she noticed. Where was Malcoms? Scanning the room, Winne spotted Quill, and gave her a polite wave. How did she get that spot?
Quill was getting alot of attention, and that was just the way she liked it. She noticed Malcolm shot a smile in her direction and she wanted to wretch, that man was old enough to be her father.She didnt only despise him for that but she was sure he was the man who picked off a couple of scoops she envied nonetheless she was ruling this show.As for Winnies polite wave she offered a wave of the hand in return.
To the left of the microphone several men and one rather taller Silver Tabby stood in the hall waiting to go on, The press conference was due to start once everyone found their seats. A few minutes before he was to go on Munkus had set forth the first part of a multiphase plan to reform traffic in the city. The first man to speak was currently doing the introductions. Munkus heard his name called and knew that it was his cue. After shaking hands with the first man, a guy named John Somethingorother, the last name of the guy was lost on the Silver Tabby in the pinstripe suit due to the applause. Once everyone had quieted down he spoke into the three dozen or so microphones jammed on the podium.

"Good evening ladies and gentlemen... You heard it first, the first part of a multiphase plan for traffic reform in this city is now underway upstairs. I took the motion to the floor this morning, voting on it is soon to begin. Now, before we get too far along here this evening I'd like to point out some of the details of this plan in particular. In this case, the parking system, the traffic intersections, and lastly, how the police handle the ticketing." He had no notes, he'd basically memorised everything in the bill he proposed anyhow.

"A little over a week ago I showed up in town, it was shortly afterwards I descided that in order for everyone to work together, Something had to be done with the way people drove, and where the cars were placed when not in use. So after a lot of heavy thought I proposed a bill that when passed completely reform how the traffic flows in this city. For one thing, There are too many abandoned cars. And most of those cars are so old they're historical landmarks." After a bit more of the finer details being spoken about, one including the proper care of temper when your car was smashed in, Munkus finally said. "I am quite sure you all have questions. So lets get to those questions."
"Munkus!" Winne leapt at the opportunity, shoving her mic forward, "What do you propose to do with the overwhelming amount of abandoned cars? Surely the homeless population of wing city has been putting them to good use?"
"Ticketing!" Malcom jumped up, "The way the police handle ticketing is under par. Do your plans include an audit of the Wing City Police Department?"
"Munkus, Quill for TerraCast, Due to the costs of removind ssaid vehicles, and a new ticketing system and any new road works that may have to be completed, I'd like to ask you where aside from wing cities civillians do you plan on getting the funding for such a large revamp of an already overbearing cost on our pockets?'' quill asked taking her time to draw the tension out of Munkus.
Barraged by questions from all sides Munkus answered first to the abandoned cars problem posed by Winne, "Yes most of them are up on blocks, and some are even mobile homes when the towing company in town. There is a location outside of town from what I heard that seeks junk, be it scrap metal or abandoned cars. As far as I am aware there have been a few cleaner areas of the city due to that same company doing the collections."

Then to Quill he said, "Yes a Nice news company, the costs as far as I am aware wont be levied on the residents of Wing City, nor will there be any pay cuts directly to Wing City employees of any civic service within the city limits. The road projects that are currently underway, from what I recall there was a rather large sinkhole not far from here."

"Now you bring up a rather valid question there," he said to Malcom, "An audit was not particularly mentioned or requested, however an investigation by a outside source at no cost to the city is currently being looked into at this time. But at this moment I am currently unsure of the direction that has taken as yet as I have filed the motion this morning."

He took a sip of some Irn bru sitting on a side table, "Next questions." He remained quite calm throughout the press conference. Enjoying himself a bit too much.
"What do you propose the homeless do?" Pushed Winne, having had found her civil rights angle.
"Should the police officers of Wing City fear for their jobs, in your opinion?" Asked Malcom with a slightly malicious smile on his face.
"From what I understand there is a new apartment complex recently constructed not too long ago for the homeless, The cleanup is mostly for smaller areas where the old cars have been parked and left the longest and collecting dust in a manner of speaking." Munkus replied to Winne, carefully choosing his words as he spoke. "As far as I am aware the cars that have been claimed or have people using them as their homes or similar needs will be left alone, or moved to a better location as part of the clean up. "

To Malcom he said "As far as I am aware at this moment no. It all depends on the federal levels. At this moment things are just getting started, for the short term nobody has to worry about their finacial future if that is what you are suggesting. This outside source is unknown to me personally so I am unaware exactly of what will occur. But in my personal opinion the only ones who need to fear for their jobs are those I come across on cases."

Barely in town two weeks and already he and Misto had done a bit of good. Though rescueing cats from trees will get a bit boring. Howerver the big time case of that Missing Persons request direct from somebody about somebody else was also a good thing.
'Im sorry but i feel you have avoided the question, let me ask a more direct one, What estimate have you given to the cost of the reforms?'
Malcom nodded, remaining silent this turn.
"Relocated to where?" Winne asked, looking towards Quill and awaiting the answer to her question, too.
"As far as I am aware I just filed the motion to the floor for further review and voting. I'm not an accountant so I do not know the exact costs you speak of." Munkus replied to Quill. "It is a multi phase plan to properly construct how traffic is flowing in the city." Munkus said. He kept himself calm, taking another sip of the Irn Bru as he spoke.

To Winne he said smoothly, calmly. "Say you have a car, old, unusable, but a man is living in it, the car has to be moved, it wont be scrapped because it is used for a den. Therefore it will merely be moved from one location to another. If the resident chooses to take a chance at the new apartment complex, which as I understand it, is constructed for the Homeless directly to have a home free of charge, then the car will be scrapped." Munkus said. That was one of the many phases of the plan, it was not an all at once deal. "But that is not going to happen for a very long time as from what I understand of politics things like this will take some time to have a greater affect on a city or town or even a country or world."
'So let me get this straight,' Quill readied herself ready to fire a blow of her interrogational strength at Munkus ' You are unaware currently of the costs, yet previously you quoted "the costs as far as I am aware wont be levied on the residents of Wing City", You cant be sure the costs aren't so high that taxpayers wont end up picking up the pieces. In light of this if Taxpayers find themselves not paying for your new reforms, They will find themselves instead paying for the homeless residents to move into this new accomodation and being able to live there free of charge! Now alot of the taxpayers live in desolate areas, they scrape by at work day after day... while these homeless residents because they 'were getting in the way' get free accomodation without having to lift a finger.... i ask where is the justice in that?'
Hmm. Winne was having trouble with this politician, but drew inspiration from Quill.

"Say the apartment complex doesn't work out, is there a back up plan?"
"Speaking of cars," Malcom found a question! "Do you propose changes to the speed limit? As I understand you were a victim of an incident involving a vehicle."
"Hey! Whoa, Back up there!" Munkus held up a hand... err... pawlike hand, "Did I not just say that the residents of the city would not be paying for anything that I proposed in the motion ? No, they wont be paying anything extra to found the motion or its results. If you want proper justice, Get those people a job then. I just filed a motion to fix the traffic problem in the city! The costs to reform the traffic flow and how traffic is handled wont be paid for through the residents pockets, it will come from an outside source. That's all I know" Munkus was close to loosing his temper. Instead of flying off the handle he instead took another sip of his drink.

He then said to Winne, "That is getting a bit too far ahead, as far as I am concerned I want to get things rolling on this reform motion I just filed a few hours back. thinking 'what if this does not work' when it is several phases off is getting too far ahead of oneself." He said calmly.

To Malcom he nodded, "Yes that is correct I was indeed a recent car owner altercation, and no I did not propose anything of the sort. I am more focused on reforming the traffic flow and how everything is handled rather then the speed of traffic itself. And maybe help a few angry drivers while I am at it." He said He set the cup down and picked up the freaking bottle of Irn Bru, ready to answer a few more questions as needed.
Quill smiled in Munkus's direction 'Touchy subject, im sure the viewers will love this.' she antagonised, hoping to push munkus over the edge.
he nodded again.
"So you're employing the homeless, trusting them with the future infrastructure of Wing City?"

Oh, her network manager was going to kill her for that stretch. It was such a double edged comment, one that pushed her personal human rights agenda and cornered the speaker into a fuzzy corner...

There was a glimmer in her eye.
'Short temper, wants tall order to prevent her toppling on her ass, taxpayers to pay... tomorrows headlines, Teriffic dont you think?' she laughed at that before saying. 'Thank you for your time munkus and please i hope everything goes as planned'
"Yes," Munkus replied to Quill, flicking out a claw and opening the bottle of Irn Bru, shearing the cap clean off and flicking it aside into a garbage can twenty five feet away, good for three points. And all of it was international {and possibly intergalacitic} television. "I am quite sure they will. But I assure you, the taxpayers will not be paying anything to fund this project. They have other projects to worry about. Among other things the entire eastern side of the city is hundreds of meters under water as it is."

He took a long gulp of the caffine before replying to Winne, "As far as I am aware, the homeless are the people with the skills, they know how to do things, but nobody will hire people with skill. I went to them before coming here to file the motion for traffic reform. For all you know you got laid off workers who actually built this place before it is as you see it now."

"Who are you calling short tempered lady ?" Munkus then eyed Quill carefully, Yeah, all mouth no respect, typical, "I can easily see the headlines already, Yeah, they read, 'Reporter given the boot from conference', how'd you like to read that on tomorrows paper ?" Somehow Munkus actually found himself liking the guy that kept his mouth shut the most, Malcom Piers. He raised his bottle of Irn Bru in a toast to Malcom.
Quill just sneered 'No booting will be in any papers because im leaving. and with that Quill walked slowly past the podium and out past the guard. She loved journalism, getting under peoples skin.
"Will you be opposing Munkus officially?" Winne leapt at Quill.
"So, no tax raises? Malcom asked Munkus.
'We'll let the viewers decide that, whinnie my dear.' she called as she left.
"Is that a call for a voter poll?" Winne whispered to someone else on a partnered station. Was there really going to be a text poll, to see if Quill would oppose Munkus.

"Munkus, the homeless will rebuild the city, despite being responsible for it's current state?"
"Keep those cameras rolling, keep them rolling." He even motioned for one camera to follow Winne's movements as he replied to Malcom with two other cameras focused on him, "As far as I am aware there wont be any tax hikes." He took a sip from the three litre bottle, "Any more questions ?" Maybe he should also mention the lack of service at several well known bars too ?

When Quill never stopped even at the other reporters questions to her, Munkus seemed slightly crest fallen, but it was all for show as he really didn't care that much about it, after all the person tried to get him to spill the beans when there were no beans to spill, after all he'd just filed the motion. So there was not much going on. Things like that took a while to get done. At least the people were informed.

Munkus looked thoughtful before he replied to Winne's question, "I do not think it is the homeless that put the city into the sorry state its now in. The peopel they handed it over to however, that's a whole different matter entirely. I look at some of these folks on the street sleeping in old broken undrivable cars and wrecks, and One tells me he used to be a bar tender, now replaced by a stinkin' robot. Another said he was a cook, now replaced by a demon or some such skat. So you tell me, who put the city in the state its in, was it the homeless, or the people that made the homeless, homeless ?"

It was a valid question for sure. That and well loaded too.
"Are you calling for action against all robots?" Winne was on her toes.
"Can someone at the station set up that poll! Quickly please!" Malcom was grinning ear to ear, waving at cameras and pushing to get closer to Munkus.

The crowd had gone wild at Winne's comment.

"Munkus!" He shouted over the fray, "Do you have a closing statement?"
"That depends Mr Piers, Ya got a case I can handle ?" Munkus asked, another perfectly loaded question. he stepped away from the podium, left paw still held the capless three litre bottle of Irn Brum, he stepped from the podium and moved closer to Malcom, unforunatly so did sixy nine other microphones, tap recorders and what looked like a Biscoti on steriods were shoved in his face, Flashbulbs went off all around him. One person even called out wanting to be the mother of his kids, which he replied that was an impossiblity due to the fact that he was a cat and she was a human.
