Description

Head of the State in the People's Republic of Manjuin. Formerly an island nation of several million people, the orbital bombardments of Terra had left the nation crippled to the point where it could not sustain life in its native soil reducing the general population to several hundred thousand. With the infrastructure of the country torn apart and nation in a state of clear anarchy, Simangan and the remnants of the government took solace in the Aschen option of evacuating their home world for a smaller terrestrial world to start anew.

Kim Guimatao Simangan stared out a tinted bullet glass window into the open streets of a city had not seen in a very long time. How many years had it been? How much time had occurred? How much has truly changed. He had heard of the government that had emerged out of the glassing, a terrible tragedy that left scars along the surface of the planet that could never truly heal over. There was a dark look of grief on the tiny man's face as he sat in silence.

A young girl curiously stared back at him, a small child, his granddaughter that must have been no older than seven. "(Grand Father? Are you my daddy's daddy?)" She asked in an oriental tongue, the kind of foolish question children would ask. The old man offered a warm smile playing about with her tiny hands "(Yes child... I was.)" he answered back.

The black Cadillac with diplomatic plates continued down the street pausing once more at another red light.

Kim Guimatao Simangan had been residing safely inside the reinforced frame car as it came to a stop again. The men in charge of the President's protection were good men, former military under Simangan's command, men he could trust with his life and the life of his granddaughter.

"(Look! Look! Look!)" Yau kept pestering towards the window of the car. He nodded at the young girl's persistence lifting his eyes over to young girl carrying a huge tank of fish of colorful goldfish swimming about that caught his granddaughter's attention. "(Behave, it is rude to make a fuss young lady.)" The guardian told her back, he remembered Diwata was the exact same way. How he missed her.

The car stopped as a man bearing a few ugly scars across his hand in a very formal suit and tie exited out of the car so Kim Guimatao Simangan and his granddaughter could emerge out holding hands: the image of a man and his granddaughter. Another bodyguard followed out as the old man nodded his head very fluent in English "Good afternoon Miss, are you in need of some assitance?" he asked very politely.

Kim Guimatao Simangan was indeed right she was in great need of help. "(Hondo if you please.)" He requested the same bodyguard with badly scarred hand. The man was very astute as he reached over and collected the bag of fish and a few other things before they slipped off the tank and fell to the ground.

The President turned back over to the driver as he spoke again in the orient tongue "(Sargent, please drive around the block a few times. . .I wish to have a walk with my granddaughter.)" He requested. "(Yes General.)" he had answered as he closed the doors and drove away from the four. General... No matter how he asked, they always seemed to call him that instead of 'President'.

The little girl grasped along his old hand stared vividly at the fish moving around moving a finger out before the old man pushed her back to his side. "(Do not poke it Yau.)" He stressed "(The fish do not like it when you poke it, you hurt them that way.)"

"Do you need help carrying all those things somewhere?" he requested.

Kim Guimatao Simangan held a warm smile to himself, the loving parent and guardian very grateful as his granddaughter was allowed a better view of the colorful fish. The old general carried himself very well, a good posture about himself even for a man as small a frame as he was. "(What did she say?? What did she say??)" young Yau kept repeating tugging on her grandfather's pants leg.

"(I will tell you, please be patient. I told you about patience.)" The young girl pouted impatient as her mother when she was that age. "I am sorry, I have tried to encouraged her to learn more English." he proposed as he nodded his head "You are very welcome." he spoke elegantly at the small kind words.

He heard his situation and silently nodded his head, Gambit's Bar and Hotel... He remembered it well even in his youth. "Well, I am about to take my therapeutic walk." The old man explained, his doctor recommended it to keep his heart rate at a normal level "My two associates could be of good assistance in taking those supplies with us in a walk over to the Gambit's. Would you care for some help?"

The Little girl's face almost brighten up, universally understanding the offering as she turned around obidentially to the elder. "(Be very careful.)" He warranted her as she very eagerly moved to grab it before the old man gave her a parental look. Under the gaze she slowed down her motions and took it from the woman gently a pat on the head became the reward for this.

Kim Guimatao Simangan returned his attention back over to the young lady. "Thank you, shes seven." He spoke to her "(Say thank you in English.)" he requested as young Yau turned around "Thanks you!" She said in broken English. She was learning.

"It would be no trouble at all." He warranted "My name is Kim Guimatao Simangan, I am the President of the nation of Manjuin." he introduced himself as he placed both his hands along the shoulders of the small girl. "And this is my granddaughter: Yau." he introduced.

The pair remained somewhat attentionive the man who did not had a scarred hand raised his hand to his ear piece simply monitoring police reports. He moved to whisper something within the older, short man's ear. "It seems that taking Sol Street would be a bad idea at the moment, there appears to be a minor disturbance of trouble there." Like usual, after all this was Wing City.

Kim Guimatao Simangan remained well composed, almost the perfect gentleman as he nodded his head "Very well Maggie. I will." He promised in his fluent English. he held a heavy accent about himself, but spoke elegantly enough for every word to be understood with the exception of the most complex word. Young Yau simply admired the fish, though there was a look slightly on her face as though the idea of holding the fish would not be as fun as she expected like the child she was. Still she was well taught enough to be gentle with them her eyes following the motion of the goldfish.

The Head of State listened diligently and politely. "A State Visit." He granted to Maggie. "We are of originally of Terra but the circumstances that left so much tragedy across our home had forced us to abandoned it." He warranted. "I have some diplomatic matters I want to discuss with the Aschen and then I would like to take my Granddaughter to the place where her mother and father met."

The whole ordeal was a rather bleak affair, slowly the young Yau obliviously looked into the bag of goldfish some more, the coolness of the water somewhat felt funny to the touch.

The two bodyguards kept a vigilant proximity of the area as the old man tried to quickly change the conversation. "Lets begin this walk shall we?" He inquired to Maggie picking up his feet as he paced over towards the general direction of Gambit's Bar keeping off Sol Street for now. "So tell me Maggie are you living within Wing City?" He inquired, this city was one of the few bastions of livable space left on the planet.

The old man indeed pitied her, uncertain how to say that Omaha and its residence as well as most of the United States had made an agreement with the Aschen and settled the cosmos. "That is a very common story, Wing City is a very uncommon place." he explained diligently, perhaps she came from a different United States in general, a different time and space from this one.

"I am not sure on how to convey this." He confessed honestly "But I do know where Omaha is here and the rest of the United State of America." There was a pause, a brief one as the young Yau followed behind carrying the bag of fish. The two bodyguards simply followed around, the one with the scarred hand was talking in the oriental dialect to the driver telling him their latest position.

"The whole of the United States has settled outside the Planet." He informed "Its citizens are living very comfortably in space." They were the fortunate ones, the unafflicted ones that departed unscathed.

Kim Guimatao Simangan offered a very concern smile, he halted as well prompting everyone else to somewhat stop, the bodyguard lightly tugging on the inattentive little girl. She looked up with a slight fit looking at the shocked face of this stranger before she walked over tugging her grandfather's leg, uncaring of the person's situation when frustrated like the child she was.

"(Grandfather... Grandfather... I don't want to walk anymore!)" she whined slightly as the old man turned around and talked to her gently "(Its only a few more blocks. When we get there I promise you can sit down and play some Animal Crossing.)" He promised her holding on to her DS handheld.

"(Can I play it now??)" She asked before the old man shook his head "(I know what is best for you my child, and I want you to be aware of the street.)" He lectured her before he lowered down "(Who is a smart girl after all?)" He offered with a bright smile "(I am.)" She spoke. "(In English)" He requested which she responded very proudly "ME!"

He raised back up offering a small smile to Maggie "I understand the gravity of the situation, believe me when I say in time it gets alot better to handle." He informed the woman before her.

Yau hands slightly trembled as she made several noises. Hondo the scarred hand bodyguard looked in aghast shock as he moved to rip the bag out of the young girl's hand who was slightly terrorified at what had happened. She released a sharp cry as the other bodyguard pulled out a handgun pointing it at Maggie at the sudden occurrence "What has just happened!?" he demanded very angrily.

The scarred hand man held the bag as the fish returned to normal and Kim Guimatao Simangan moved over to quickly embraced the frighten child as he moved his hand "(Lower your gun Captain... I am going to talk to her.)" This was an order as the man lowered the professional firearm, though his finger was still instinctive on the trigger.

Many strange things happened here, he wanted to understand what had happened. "Is my granddaughter going to be okay?" Was the first question he asked very serious in his intent to insure her health and safety.

There was a look of disbelief before he held his tongue. "I am sorry that your fish tank crashed, this is an extreme misunderstanding." he proposed.

She repeated one of the first quotes she learned. The President held her shoulders speaking in translation "(She didn't mean to scare you Yau, it was an accident.)" There was a pause as she looked back up to her grandfather. "(Can you ask her if we are there yet?)" She asked eagerly wanting to play 'animal crossing'.

The old man shook his head before looking back "I am sure whatever you did was out of your control." he explained genially "I am sorry for the overreaction of my bodyguards, they can be very intense in a moment they determine is a crisis." He explained "I explain to Yau what you said, everything should be fine with her. She wants to know if we are there yet." he proposed as looking in the distance there was Gambit's Bar and the car waiting to pick the pair up for their stay at the hotel.

He looked about to comment about her wounded foot but found the injury gone, and the tank intact. Strange, but possibly in Wing City. "We promise we won't be much trouble again." He proposed before his eyes lifted to the establishment "And with that said I think we are here. This is where we have to part for now."

Kim Guimatao Simangan owed everything to Raphael McGregor. This was the undeniable truth that burned deeply in his every thought, his every moment of clarity as he calmly paced up the steps of the palace before him. His name was not simply Raphael McGregor anymore, he became a symbol which the former General could understand, a symbol of which all subjects could love and fear symptomatically: Power.

What the Party Leader of the People Republic could see around him on Langara was almost worthy to be without words, a virtual paradise in the eyes of what he could only assume others had saw him as a primitive ape. The President though, even as this primitive ape could hold his head simply in the knowledge that he was a calm one, a diligent and almost obedient one.

The short asian man continued to walk up stairwell, higher and higher in what felt almost like ascending into a realm of heaven. Blurring lights spawned across his beady eyes until he found himself within a chamber. A lone beautifully decorated chamber with a rich looking throne currently unoccupied.

The President said nothing, it was the holy one that had called upon him, he was certain he would make himself known soon enough. For now the old man bid his time, for he knew there would be much to discuss. His eyes dawned back to the briefcase he had carried with him into the meeting, it had been scanned several times and was in no means a threat to security.

The voices began to beckon, the calls that warranted that the emperor was to arrive. The creaking of the door revealed a man, robbed fully approaching the mortal politician. He heard him speak, a tone that made his old heart quake, but respectfully the elder kept his composure, to simply quake at the presence of this man would merely insult him.

The old short man slowly bend his body down to both knees presenting himself before this god of a man. "I live by your graces." he hailed in eloquent common, though he held a very thick accent about his speech.

Kim Guimatao Simangan rose diligently and respectfully, he kept to his words allowing the other to speak a strange trait of a military man but one that the former officer had exercised well. He moved to neaten his appearance as he listened. The short man fixed the position of his tie, adjusted the clip of his cufflinks before he spoke again.

"His Holy Majesty is correct, you have indeed summoned the right person." he first spoke just calm as McGregor was.

"It is true, your people and your government has delivered our nation into a place of great fertility, unspoiled in resources. We have worked it well, adapting the strange vegetation with our own home, fishing the waters Conservativly to preserve a steady source of commodity, mine the soils to unearth ores that humbly contribute to the vast stock of resources that are manufactured along your worlds."

There was more that just prosperity though and he could tell in a strange fashion that this man desired nothing but the complete truth "Yet in all its external prosperity, internally there is a blight that is killing us." he explained "Of the few million on the original island, less than 300,000 dwell now, a scar that bear deeply into the bosom of my people. It has drove many to lose their sanity, others chose to inject their veins with the poison of narcotics and the deep soothing tempest of alcoholism. Substance Abuse, Suicide these have become major problems for my Party to handle. Further more, I fear that they are horrible criminals that are exploiting this, becoming elusive, rich and powerful off this greay misery."

Kim Guimatao Simangan bowed his head in a respectful fashion before his eyes fell on William for the briefest of moments. In all honesty, the General had never seen the soldier before and simply assumed he was another Aschen like the others. The correction was astute and the old man returning his beady eyes to the faceless figure he spoke again "His Divine Shadow." He corrected impeccably.

He listened to what else he could decipher, what had become the primary economy of the nation: mining and production. Tech Con had invested a great deal of revunes producing factories, employing citizens, creating shipyards and mines, all privately owned. It was simply Simangan's job to insure that these industries were never nationalized, labor never organized nor any government law was passed hindering foreign business.

It was a fiendish deal, but it was the only means which Simangan could produce money for the party and for the country. He knelt bellow again speaking "My Minister of the Interior asked me to present these samples to you your Divine Shadow." He spoke opening to reveal three samples, one of the most abundant ore on the planet, of the Fish and of the Mixed Vegetation. He bowed lowly presenting each three, symbols of what the planet which the Manjuin people colonized truly had to offer to the major organism that was the Aschen Encomony.

Kim Guimatao Simangan remained quiet now, the old man pausing in the longest of whiles. There was a silent reflection, a silent sadness that the old man felt. Would Diwata have approved this? Would his daughter have approved to sell their country to such a being beyond humanity? To the very people that desecrated it beyond reconigition. He knew his son-in-law would have not approved, then again he had always felt that Diwata's husband had always felt a deep resent for everything that Kim Guimatao did to insure that his country was safe from the hands of communists and dispoilers. He had warned her about marrying an intellectual, but she wouldn't listen.

His mind drifted to Yau, still young, so intelligent, such a bright future ahead. She would have not hold any future if they remained on Terra. When it had came to it, The President was asked by the Party to step in and take charge for the future of the nation and through this course they had survived.

Now the very survival of his party and his grand daughter and his government relied in the survival of the Empire, for there was no turning back now.

Kim Guimatao Simangan [color=black]felt the passing street lambs blare his wrinkled head as the short old man remained seated in the back seat of the tinted Cadillac. The car was a set of three cars all bearing the diplomatic license plates of their nation, the other two SCVs of enormous size. He had once remembered his son-in-law scoff so viciously when Mr. Simangan had brought an SCV at their wedding.

Always the intellectual, what creep further in him was he could no longer recall the sound of his voice. Several men and women whom he trusted were around him inside this cramped card, most were sweating from the summer's heat as they were exchanging many, many papers and giving out many, many facts.

A portion of Kim Guimatao's job was simply memorizing all these names, all their relevance in each name, each face. "(This woman would be at the head of the negations General.)" One of the attendants informed showing the picture for the old eyes. The former general stood pondering, studying the face looking back as he attently listened to the bald fat aide that flipped through the assign report.

The old man stood there reading off the profile of a woman that could have been the next Director of the LDA. This was indeed someone not to be easily trifled with. He had remembered well dealing with intelligence officials, a breed which he could never fully understand but also deeply respected or perhaps feared.
