Founded by Gōda Daizō, his dreams for the Yakuza were not so different from what it is today. He dreamed of a world united, of a place where human and yōkai could coexist in harmony, however; under Toshirō's leadership, it has faltered. In the beginning, though, Daizō took in vagabonds, thieves, orphans, and anyone who needed a second chance. He trained them to be warriors, and if need be, assassins. His desire to see a better country burned brighter than any other, even the daimyō and the shogunate who desired to unify Nippon. Slowly, the Yakuza began to make a name for themselves by stealing from the noble's of the country, and distributing the materials to the poor. They only kept a portion of what they stole in order to accommodate the people who were a part of the group.

Still, this made them popular amongst the less fortunate, and those who were, sought to join the gang. There were repercussions, of course. With such fame and glory, came defiance and those who sought to destroy the Yakuza. Daizō managed—for years—to keep the armies at bay not only with his own small army, but with the support of the peasants and others who believed in them. When the yakuza began to deteriorate, is not something that is widely known, however; what is known is that they began stealing from everyone, and became involved in gambling and opium smuggling. Daizō was already old, and also very human. His influence in the Yakuza was diminishing, being replaced by the one person whom Daizō adopted as his own son, Toshirō. Despite the age differences, and the fact that Daizō was very human, he treated Toshirō as his heir, and groomed him into being the next Oyabun, going so far as to procure other supplies and alliances that would be needed.

After the death of the Oyabun, Toshirō took over, and things began to grow worse. The Yakuza were no longer who they set out to be. Instead of helping the poor and downtrodden, they began opium trades, and opened areas of gambling. Their reach went as far as the red-light district, and in a matter of months, the entirety of Edo was under their full control, swindled from the Itō family. Many people tried to overthrow the Yakuza, but none were successful. They began assassinating potential threats to their organization, anyone who possessed any kind of threat to the new Oyabun. This did not only include outsiders, but those within the ranks as well. Where the Yakuza were once a large, and revered group, their numbers diminished and their good name was tarnished.

There is speculation that Toshirō is in a state of delirium, however; those who have ever managed to get close to the leader, have either disappeared, or died. Toshirō has cut off all ties to the outside world, even with his own daughter, however; his empire is still vast, and his alliances with other villages still remain strong. Whether or not his control will remain as such, it is evident that he still controls a vast majority of Edo, and some of the outer layers.
