Wing City had lost its primary focus of law enforcement, and some people looked to her, the Arena Girl; their champion of a sort, to set up a new type of law enforcement location. That said meant only things she could do, and that was find a sutible location; and it was Smudgie, her second in command, who had found the right place, simply by saying of what he was, a Gardener Class.... whatever that meant

Vipteri didnt care, Smudgie had the clearest idea of where a proper police department had to be located. and that was in the Gardens, As she wandered the many paths she came upon a open space with nothing upon it other than a thin blanket of grass coated in thick ash....
