It was a shape shifter torture device, a phase-blocker, which would keep her from shifting without express permission granted by his implant... unique gear to the Queen's Elite.
"Now, start talking. Where is her mate..." he pointed at Hope, "and who sent you here. Trust me, I have some -very- painful toys with me, and I'm allowed to use every single one of them in the name of her defense... and even if you do escape, you'll be tried, executed, and stripped of your honor. Now..." the magnum was now forced to her temple, the hammer still clicked back.
