Flannery, no relation to Hoenn's Gym Leader, is 24 year old ex-trainer, now professor. Former Champion of Hoenn and Sinnoh, she is an expert on legendary pok??mon in those two regions. She travels with Rayquaza, hoping to restore balance to the world.

Biography:
Flannery Foncé was born in the Kanto region, to Emily and Sean Foncé. Emily was a former waitress, but turned her attention to breeding and raising pokémon shortly before she married Flannery's father. Sean was an ex-gym trainer, but who used his excellent knowledge of both battling and the behavioral patterns of pokémon to become an aide to Professor Oak. Flannery, as a young girl, would often help her father in Oak's lab, or watch the Professor with fascination. She showed little interest in the breeding of pokémon, or of the fluffy, newly hatched pokémon that some of her friends obsessed about. It was the stronger, more powerful and rare pokémon she saw Oak and her father work with that she wanted.
Flannery spent her summers each year in the Hoenn region, with her aunt in Slateport City. She became familiar with the pokémon of both regions, and grew as comfortable in Hoenn as she did in Kanto. It was here that she developed an interest in the legendaries, in the form of the Guardians of the Sky, Sea, and Land. It was also here that shortly before her 13th birthday, she took down two Team Magma grunts with her aunt's Torchic, co-incidentally a gift from Flannery's mother. For her birthday, Flannery was extremely surprised to find the Torchic was a gift. She nicknamed it Blaze for his fiery temper. Along with Blaze, her mother gave Flannery a rare egg to hatch and eventually raise, along with the three elemental stones, and 'good luck' shards from the mossy and icy rocks in Sinnoh. Blaze, who had an advantage over most starter pokémon, helped Flannery clear the first few gyms with not much problems. It was on the journey from Vermilion to Lavender that the egg hatched at last. Eevee's were rare, but Flannery's mother dealt their breeding on a daily basis, and Flannery herself had never expressed much of a fondness of the tiny, Normal-Type pokémon. However, the freshly hatched shiny eevee soon changed Flannery's mind about that.
With her base team now in place, Flannery continued onwards and upwards, eventually evolving Eevee into a Vaporeon to help her defeat Blaine, and adopting an abandoned Dratini, that after only a short while, evolved into Dragonair.
Flannery beat the Elite Four, but lost narrowly to the Champion, who's tactics and stat-reducing moves negated Flannery's aggressive battle style.
The young trainer, determined not to be put down, trained for while longer, changing moves and evolving Dragonair into Dragonite. The result was a very, very close battle between Flannery and the Champion. Dragonite was the one left barely standing, making him Flannery's 'Knight in shining armor'. Flannery decided not to remain as Champion, she still wanted to travel. The next region was Hoenn, where she cleared the gyms, and acquiring her partnership with Combat mid-way, but declined the League Challenge. She travelled to Johto and Sinnoh, but didn't take up much of a challenge there, challenging a couple of gyms.
Flannery returned to Hoenn, with her present team, and took an immense delight in Contests. Beon, with the aid of many blue poffins and Pokéblocks, did well in Beauty contests, eventually winning the Master Rank contest, but Flannery didn't have much success after that. She didn't have any, in fact. Bored with battling, and useless at contests, Flannery returned home, to re-discover her love of learning about and studying pokémon, and also that love of her legendary, and pseudo-legendaries. Flannery began studying under Professor Oak, and later Professors Birch and Rowan, whom she'd met on various occasions throughout her journeys.
Flannery has returned to Sinnoh to help Professor Rowan with his research, and usually takes most of the new trainers on a crash course before they head off on their own.
During a visit to Hoenn, Flannery re-turned to the strange city of Sootopolis. It was there she witnessed the devastating battle between Kyogre and Groudon. Her knowledge of myths and legends led her to locate Sky Tower, where she found Rayquaza. She explained to the Sky Guardian about what was happening, and it shot off to calm down the two warring pokémon.
Shortly before leaving Hoenn, to return to Sinnoh to finish her studies with Professor Rowan, Flannery returned to Sky Tower, to see if Rayquaza was indeed still there. It was, and it was badly injured. Flannery looked after it, Combat's ability to translate for both parties forming a deep friendship between the ex-trainer and the legendary. It also allowed Combat to be the medium through which it showed Flannery a memory of her first visit to Hoenn, and how both her Aunt and the young girl had unwittingly taking shelter in the Tower during a massive storm. Flannery was quite taken aback, and, taking a scale the dragon had lost, promised to return with a Master Ball.
Flannery managed to acquire one while in Sinnoh, using the wealth she had built up while travelling, and returned once more to Hoenn, where she caught Rayquaza.
Flannery, due to her already high-profile, does not, and will not show Rayquaza off in battle. She respects the fact that it is a legendary pokémon, a god, and lets it out when traveling. Rayquaza, with the help of Mewtwo and Arceus, established its own mental connection to Flannery.
Flannery is in the village, not to investigate, but under Combat and Rayquaza's orders.
