When he can, he lets his advisers make the decisions the throne should make. He 'delegates' duties that are rightfully his, and instead escapes to the palace roof to enjoy the lazy heat of the day, or to his star cubs. If he's aware that his lack of responsibility is affecting those around him, he doesn't show it. Most likely he's oblivious; believing that his own indecisiveness and inexperience, compared with the experience and skill of his advisers means that they're naturally the better options to be passing laws. He lacks the confidence to stand behind his own choices, and does not have the desire to spend hours educating himself over the minor details required to make others.
He gets bored when stuck on the same topic for hours on end, the only exceptions being when he's pursuing more hands on activities. Kaveh can, and has, spent a whole day training his cubs or learning how to man a single-sail sand ship. He prefers learning through doing, and tires easily when he's forced to read dreary text for too long. Though his concentration needs much improvement, he does at least have some innate traits inherited from his parents. Like both his mother and father, Kaveh is a people person. He knows how to flirt with the best of them and charm those around him with a winning smile or well placed anecdote. He's more diplomatic than many might assume, thanks in part to a perceptive eye.
That charm is no doubt what has kept the dissenters at bay over his lacklustre ruling style. For now, at least. No charm can keep him safe forever if he refuses to take on the responsibility he's inherited. Nor does it save him from the scowls of those who have had judgements go against them. Librans believe the scales of justice must always be balanced, and Kaveh takes that literally when it comes to dictating the terms of punishments. This mindset is juvenile at times, without awareness of how offering forgiveness can sometimes be a better course. As Kaveh matures into his role, there is every hope that perhaps he might become the steady ruler his father was before him.

✧Athletic, - whether it's wielding his curved blades, archery, or steering hummingbird-powered sand ships, Kaveh's always been the active type, and finds most physical pursuits doable.
✦Braiding hair, - learning to send messages through a series of special knots in chords has made Kaveh's fingers expert at weaving hair into beautiful designs too
✧Charming, - whether it's flirting with love interests or appeasing diplomats, Kaveh's good at charming them with words and smiles
✧Lack of confidence, - despite having ruled for two years, Kaveh still feels as if he's new to the throne. He doesn't put much faith in his own ruling ability.
✦Easily distracted, - it's not that he means to let his mind drift, but sometimes it's easier to think about something fun than a dreary meeting.
✧Irresponsible, - He knows he needs to focus on ruling, but he'd much rather sunbathe instead.
✦Serial hopeless romantic, - Kaveh flirts if he wants, but there's usually someone that he's fallen head over heels for. He's usually dumb enough not to see their flaws, no matter how obvious they are... at least until the love haze vanishes or moves to someone else.
✧Eye for an eye, - He believes punishments should match the crimes. It's not vindictive if it's merely evening the scales, right?

Though the number will increase as he gains experience and strength, Kaveh is only currently capable of creating three golems at any one time for no longer than half an hour. Once his time limit is reached, the golems fall apart. These golems have never been larger than his own height, with the average golem standing no taller than a child. Ultimately, he hopes they will one day reach the 7 foot height of the golems his father used to craft.
Attempting to create too many golems can leave him physically and mentally exhausted. Even after creating three, he requires rest before attempting to create more. But, it also risks his sanity. He risks following his brother into insanity if he were to attempt to create too many for his skill level. Not to mention, the more golems created, the stronger his mental control has to be. Weakness in mind or indecision in his orders can see the golems rebel against their creator.

He spent most of his youth with his mother, Oyna. She was royal too, a princess of the local tribes that populated the edges of the deserts and traversed it's changing sands with a confidence and skill not possessed by any other Librans. With his mother's people he learned the ancient knot ties, how to navigate and work sand ships, and more. Though he worked when necessary, it wasn't uncommon for Kaveh to disappear with the other children his own age on some adventure or another, only to come back hours later covered in mud and brimming with stories of pygmy lions and so forth.
Trips to Libra's capital, Ptai, were commonplace. Kaveh attended more than a few royal events at his father's desire, spending time with his older half-siblings and learning the layout of the palace. Still, it never felt like his home. Home to Kaveh was the comfortable village on the edge of the desert, where a quick ride could take him to any number of idyllic oases. He felt isolated at the palace, but as he grew older, more time was spent there. Especially as he grew closer to inheriting the throne.
When his father died, it was his eldest brother Ryam who took the throne. By this stage Kaveh's second son, Abbas, had already been killed; beheaded while visiting Aries. Arisi, Kaveh's older sister, was called to serve Eszter, Libra's patron goddess. As the high-priestess she could not rule Libra. Saam was next, lost at sea some years ago. That had hit Kaveh hard, for Saam had always made time to show him around the capital as a child and more than one day had been spent sailing around the harbour together. With Saam's disappearance, Kaveh became Libra's heir, and as Ryam descended into madness, it became apparent that Kaveh would eventually rule, whether he wanted to or not.
