General Info:
Larkan originally only had four major crime syndicates. The fifth was created when a faction of Jade Dragon members broke away from the organization due to conflicts during a shift of power. Of the Five Shadows, White Tiger is the newest and the weakest. The members who broke off lost a good portion of their power and influence by leaving the Jade Dragon, but they took with them one of their old syndicate's most strategic holdings: the Larkan City Port on the central east edge of Larkan. Their relationship with Jade Dragon is about as steady as cracked ice on a frozen lake that hasn't broken yet. They rebuild and strengthen themselves by practicing the old trades of Jade Dragon: trafficking products, extortion, scams, and theft. Additionally, they've added the arts of street racing and automobile trade to their specialities as a way to help build revenue.

White Tiger is currently ruled by the Hu family, which was the ruling family of the Jade Dragons before they were overthrown by the Long family. The majority of the White Tiger syndicate is still made up of the loyalists that followed the Hu family in leaving Jade Dragon. As of now, with their new trades booming and bringing in profit, the Hu family's claim to power is solid.


Territory & Trade:
Compared to the territories of the other four Shadows, the territory of White Tiger is relatively small. White Tiger's claim of Larkan city stretches along Larkan's eastern edge, spanning from the southernmost edge of territory still considered to be Chinatown all the way down to the most northern tip of South Larkan. As for shape, it is often described as being shaped like a mirrored, miniature California. Approximately eighty percent of the syndicate's territory is occupied by the Larkan City Port, which is what gives the syndicate the majority of their power. The port is not as large as some big city ports like the ones found in New York and Los Angeles, but it is certainly much larger than any other port within 160 km of the city. The port is about 21 km squared in size and spans about 8 km squared in land area. Each year, about 1,000 ships pass through the port. While the ships do business at the southern end of the port, the northern end is where the cargo is stored and examined before either being unloaded into Larkan or passed on to another ship. Twelve warehouses of varying sizes (three large, five medium, and four small warehouses) sit behind the open area where most of the shipping containers are stacked while they await the next step in their journey.

Just outside the port is a parking lot that is large enough to take up another ten percent of the White Tiger's territory. During the day, this is where people who work at the dock or in the office buildings a couple blocks away park their cars. When night comes, the lot sits, empty. The northern end of the lot runs parallel to one of the main freeways that carries much of Larkan's traffic. The entrance to the lot is at the southern end, close to the entrance of the port and the main road leading to the rest of the city.

White Tiger draws the majority of its power and profits from the Larkan City Port. Claiming it under their territory gives them the power to determine trades and prices of trade. They have become experts at moving product discreetly both in and out of the country and around Larkan. Some of the product they transport is their own, but the majority of it is part of business deals from the other syndicates. Having the port under their influence has made them the gang to be on good terms with. When trade is light, they turn to another specialty: street racing. White Tiger's product consists of cars and related commodities. Some of the cars they keep for themselves. They've become quite handy at tuning and customizing them for racing. Races are most often held in or around the port area, including in the large parking lot just outside the port. White Tiger may not be known as powerful drug lords or loan sharks, but their prowess on the streets and cunning in business deals makes them powerful friends or formidable foes.

The following organizations are owned and/or controlled by the White Tiger syndicate for various purposes. These organizations are sources or income or power for the syndicate. It isn't uncommon for members to be employees at these organizations, or otherwise affiliated.

History:
Loath as the proud members of this syndicate are to admit, White Tiger's history closely ties in with that of Jade Dragon. Of course this is understandable, as they were once part of Jade Dragon themselves.

Jade Dragon was once the sole representative gang of the east in Larkan. When the syndicate was first established, it was actually a branch of the famed Chinese Triad that had decided to try its luck in Larkan City. Run by trusted higher-ups of the Chinese Triad, the Hu family, success found Jade Dragon quickly, and the syndicate bloomed in every way. Its power increased along with its money and its taste for independence. The syndicate soon grew so distant from its origins that it was able to split from its parent organization. Jade Dragons became a sovereign syndicate. Even after it split from the Triads, it held enough power and influence in Larkan to keep its position of power and become one of the Five Shadows of Larkan. Jade Dragon grew and profited greatly for the first fifteen years after its split from the Triads. Having remained under Hu's rule even after they split from the Triads, they were able to claim control over one of the most influential areas of the city: the Larkan City Port. With the city's largest trading hub under their power, the other major syndicates of the city had to bow to them in a way. Relations and alliances were forged as terms for trading were negotiated. In addition, Jade Dragon had established a direct path back to the homeland, which made traveling for business somewhat easier.

Fifteen years passed, and the syndicate grew and evolved. Their territory became host to not only Chinese members, but also members of other East Asian countries such as Korea and Japan. As a result, Jade Dragons' ranks evolved with the changes. They began accepting new members of these other ethnicities, partly to show support for diversity and partly to discourage resistance from these new ethnic groups. Their policies changed with the new additions. The rise of other syndicates around them led to changes in their lands. Jade Dragon became so large that opinions began to divide their ranks. Some felt that they had strayed too far from their roots while others welcomed the change. Fighting began to break out, and when no one was looking, the seat of power changed hands. Suddenly, a new family sat on the throne, and the old family was nowhere to be found. No one really knows what happened, but this only worsened relations between the two factions that had grown within the syndicate. Supporters of the Hu family called foul play, and supporters of the new family in charge, the Long family, claimed that the rightful masters had finally taken their place as the heads of their organization.**

Angry and betrayed, a war was ignited between the supporters of old and the supporters of new. Hundreds of bloody skirmishes in Larkan's darkened streets at night led to the split of the syndicate. The old blood was forced from Jade Dragon, but they took with them two young surviving Hu members and one of Jade Dragon's most valuable pieces of land: the Larkan City Port. The exiles formed a new syndicate and named it White Tiger after the famed Hu family member who first brought the Larkan City Port under Jade Dragon control, Hu Bai-se.**

With White Tiger being run by seasoned ex-members of Jade Dragon, the newborn syndicate grew quickly. They wasted no time establishing powerful allies and making quick friends. They were strategic in their use of the port to gain their profits, and they began to add two new trades to the old ones to help them gain money: automobile trafficking and illegal street racing. Their original goal was to grow large enough and strong enough to overthrow Jade Dragon and reunify the two pieces of the empire, but the war proved that the price was greater than the rewards. After growing large enough to stand be more than capable of standing their ground against their old syndicate, the two groups negotiated a shaky peace. Though they still harbor grudges and animosity, they both agreed that each has what the other needs to remain in power and any war at this point would be far more costly than beneficial. Both have careful negotiators and envoys that they send to each other when they have an issue to work out so they can keep their fragile state of peace intact and avoid unnecessary losses.
