Setting
This lovely area of Larkan City is known for two major things: Drugs and guns. For the most part, the guns are because of the drugs, but most who aren't used to the South Larkan slums are probably not aware of this fact. All they know is probably that a lot of people come here to get high, and that a lot of Larkan's shootings happen in this area. Oh, and they have trains.
Aside from the daily train attraction that tends to attract tourists or parents who are looking to keep their kids busy, there unfortunately is not much else to encourage people to pay much attention to this part of the city. This little care is what allowed the local El Río Clan to root itself and become so powerful in this section. The city government doesn't have half the power the El Río Clan holds here, in fact.
Because of this, there are some simple rules that the people in this area like to follow: Don't go out alone when the sun starts to set, and especially not after dark; Don't carry valuables in plain sight, or they might be claimed by the El Río Clan; Walk with a buddy, even during the day; Don't do drugs unless you want to get in bed with El Río Clan and never leave; Don't betray or threaten the El Río Clan in any way.
South Larkan
North, west, east, and central Larkan are all about the modern, bustling metropolitan life. Those citygoers wouldn't know the first thing to survive down here, out in the wild west.
