Personality: The Hatter's personality has not faltered despite his world transforming around him. He's got a vibrant spirit, and shows much enthusiasm and interest in most anything he's involved himself in. But he knows when to be serious, and tries to cope with the strange children taking up vacancies in Wonderland.
Quirks: The Hatter shows many signs of paranoid insanity, including talking(and occasionally screaming) to himself, attaching things to eachother with ducttape and, especially, stopping anyone nearby to answer a riddle. He's not completely harmless, though-- if he's taken his time to protect an Alice and you've done something to hurt them, God help you.

Powers: The Hatter doesn't have any powers that would work to his advantage in a fight, but since the incident with his old friend, Time(you'll understand if you read the book), he's stopped aging for years.
Weapons/ Things They Are Carrying: His hat, which can hold much more than you'd expect.
Magic/Talents: The Hatter, according to his title, is very esoteric in his field of work, and can make a hat(or helmet) of any kind. Not much else can be said for unnatural abilities, but his extreme height gives him advantages of lookout, and his thin frame lets him be quicker and easier at hiding than most.
Back Story: Since the queens disappeared, the Hatter had gone into hiding as to avoid the violence at all costs, as he didn't know what the kingdom's sudden reconstructions had in store for the future. By the time he had found out, the Games had already begun their search for their champion among Alices. Hatter's only memories of a foreign child entering Wonderland borders date back to many, many years ago, and his feelings for the girl in question were very mixed: she had bothered him to high Heavens at one of his never-ending tea-parties, but she had advocated for him at one of the old Queen's royal trials as well. But he had made it in his fragile little mind that these new children needed to leave as soon as they could-- that they were not safe here.
