"Simple, a place like this is very sturdy and could easily become a base of operations, and besides even if I knew that Seattle was a safe zone I would rather hold out in the old army base then try my luck to go to the safe zone" Marcus replied to Jacobs question.
"Well, allow me to offer you a welcome then, to our little slice of temporary paradise," replies Jacob, while giving a deliberately exaggerated motion of presentation. "The plan was, and is, as far as I know, to gather as many survivors here as possible, and, then, head to the Seattle Red Cross camp. Perhaps you and your merry band would like to tag along? Although, I am not the one to be making such decisions, I have a feeling those in charge won't mind the extra hands. So, what do you say?"
Marcus laughed at Jacobs proposal, "kid you must be kidding me, let me ask you a question, what happens when everyone gets the news that there is a safe haven in one area?" He questioned Jacob.
"More survivors show up, refugees who need help. Sure, a few bad apples might pop up now and again, but if your lieutenant truly is at this safe zone, then his men plus yours, and whatever survivors are willing to volunteer, would be more than enough to fend of any attackers," he replies.
Marcus sighed, "that's correct, but let's say during the beginning people come in droves to get to this safe zone and that the infected attack them on the way. Some people make it but those that don't make it turned into infected and when more people come it gets herder to get through the swarm until it becomes a death trap when you try to go to the city" he finished explaining why it was a bad idea to go to the safe zone, "you understand now? But if you don't feel free to go to the safe zone" he then waited for Jacobs response.
Jacob thinks a moment before responding. He seems to be weighing his options, carefully. "You're right. The safe zone, most likely, will become a deathtrap. Staying in the city would be suicide, however, if the Red Cross are sill active in the area, they are our best chance of getting help. Who knows? Maybe we're the only ones affected by this thing, maybe they're airlifting people to safety. Maybe not. We won't know unless we send people in to find out. Curiosity, indeed, killed the cat, but how would we know that if the cat hadn't been curious in the first place?" Jacob finishes his answer with a question, one he was certain would win the general over, if anything could.
Marcus sighed, "there may be a chance that people are being airlifted, heck there may be boats near the sea, whatever the case everything has a risk, but of course since we lost radio contact we won't know anything for certain" he begins to think heavily, "well it is our job to protect the civilians so...fine, me and my men will try our best to protect everyone here, no guaranties that everyone will live" he finally answered.
Jacob looks visibly happier, and possibly a little relieved, at hearing this, "Great! I have no clue when we're setting out, but I'm sure they'll let everyone know. For now, make yourselves comfortable, I guess. That's what I did. Now, I have to go, but if you need anything, just ask. And I'm sure there's someone around with a lot more authority and information; they'll get you set up, just ask around." With that, a nod, and a smile he departs back to the apartments.
Marcus waved goodbye to Jacob as he left, he then went to the rest of the soldiers to tell them what they are going to do, "alright listen up men, our job now is to protect all the civilians here to the best of our effort and hopefully find a evac point so we can get out of here. We leave when the civilians are leaving is that understood?" The soldiers then saluted their general and began to rest or play some cards.
Day 2:

Two soldiers stood guard near the windows next to main door and kept a eye out for the infected, one soldier was working with some civilians to board up the windows, three soldiers sat down playing what seemed to be a game of poker, and one man who looked to the the commander was helping to ration the food and water. One of the soldiers walked up to the new arrival, "are you bit miss?" The soldier asked.
