The Provisional Democracy of the United States was formed shortly after the first Chinese relief forces arrived in California. With citizens cheering the arrival of long-needed help, it was not long before what was left of state-government to rally behind the foreign aid; bringing to bear what little resources California still had in order to help the process. Several states soon followed as PLA forces moved to spread their relief efforts across a wider area.
Without so much as a shot fired by the national guard, California, Washington State, Oregon and Nevada opted to help form a provisional government. The legality of the action was only briefly called into question by citizens of the four "founding" states as The Federal government had been unable to keep consistent contact with the Western states. This was not to mention the declared threats of secession from states who had seen emergency election put TPP officials in governing roles and the mass-abandonment of Congress by US representatives following the nationwide declaration of martial law. As far as the founding states and their citizens were concerned, the Federal government could no longer function efficiently and had to be replaced.
The first Emergency Congress was held in San Francisco, with the governors of the founding states serving as representatives. This Congress set an election date and several names were put up for each state's representative to host an emergency vote among the population that could be reached to do such. In the end, this was a ruse, as China simply rigged the vote to put up representatives from each state that was most likely to garner local support and work with the PLA forces. In reality, less than five percent of the total population of the founding states were even able to even cast a vote at established voting centers. Out of that five percent, less than 1% even cast a ballot.
Several Emergency Congresses were held thereafter, a new representative "elected" by the populations of states that were pulled into the fray. Soon the puppet state created the American Liberty Front, a consolidation of what was leftover from the national guards of the original four states; "advised" by officers of the PLA who (in actuality) make-up most of the leadership within the so-called militia.
As of current day, the P.D.U.S serves primarily as a friendly face for Chinese occupation; a puppet-state that has either given too much hope to people for them to give it up or is simply backed up by too powerful a force to be overthrown.
