The previously-peaceful city of Candidate has been hit with a massive and abrupt wave of crime. The FBI has been called in to investigate.

Introduction

The city of Candidate is a wonderful place. Or, well, it was a wonderful place. Not so much anymore.

You see, this place has been hit with the most severe crime wave seen in decades. Not even petty crime, either. Serial killers. Murders. Savage brutality. It was deemed abrupt enough to warrant FBI investigation, and that's where you come into play.

Welcome to the Candidate Police Department. You can set up shop in that empty office back there, but first we'll require you to do some paperwork. Yeah, I know, annoying, but trust me. It's pretty important stuff.

Toggle Rules

1. No metagaming. In the context of this RP that basically means "don't have a gun with unlimited ammo and be a supercop that can kick down heavy metal doors".
2. There are several times when your characters are prone to being shot and/or injured in various other ways, but I'll require your confirmation for anything deeper than a flesh wound.
3. Make your characters have some sort of emotion. The generic "hardened cop with no feelings" thing just won't cut it with this story.

It's a cold, damp day in Candidate today. S.S.A. Conway Richardson sat, as he always did, at his desk in the Candidate Police Department, rifling through files.

"Bombs...knives...guns...what the hell happened to this place?"

Finally, after many files, he came across the one that made him want to help out more than anything.

"Stabbings? ..."

Agent Richardson immediately stood up and walked out of his office, calling a meeting with every S.A. and officer present.

Ryder heard the call as he was looking into some of the crimes. "Jesus..." He scrolled through pictures of crime scenes.

"This place is worse then pakistan on a friday night.." Ryder whispered. Knowing it would anger the S.S.A if he waited, he got up and headed towords the meeting spot.

"We have three dead. All women, stabbed. But..."

Agent Richardson affixes a peculiar photo of the crime scene to the billboard in the meeting room.

"...this is believed to be a portrait. From the paint, the CSIs have determined that it was painted soon after the victim's projected cause of death. Obviously, it's a portrait of the crime scene. As a note, there are...several oddities with these portraits."

The S.S.A. points to a specific spot on the picture before he continues.

"This is what looks like a 12 gauge shotgun. These women weren't shot and no shells were found at the scene. There's also a red pickup truck visible outside that wasn't there at the actual crime scene. Now, you may just think that this guy is trying to throw us off his scent, but our profilers have already given us the profile of an OCD-driven psychopath who needs to get every detail right. If that's correct, then this portrait is as exact as it possibly can be. Now, the question is...how do we proceed?"

Richardson puts up three more pictures, each of a different crime scene.

"One of these crime scenes haven't been processed yet, as the police have left it to us. The law around here is that if a killing spree becomes serial the case is in the hands of us and no longer in the hands of the PD. We could either go there or start paying visits to weapon shops that sell shotguns. Any suggestions?"

"The practical thing to do would be to the crime scene. See what else we can find. Then find the shotguns production number and search the local gun registrys for it. But...those black spots, on her neck and chest, that looks like CVS Burns. I Can now identify that the killer is Mexican, Nicaraguin, or Costa Rican." Ryder conclueded as he sat down.

As the Agent enters the room, the smell of decomposition is evident. The room has been untouched by law enforcement, as noted by the fact that the crime scene tape holding the door shut needed to be cut to even get in here.

There is a body sitting on a chair in the middle of the room and a portrait on an easel about a foot in front of them. The only window looking into the room has been thickly painted over with blue paint.
