Arkham Asylum (or Arkham Island) is located on the outskirts of Gotham City, and it is where villains and criminals considered to be legally insane are incarcerated. Arkham is located in Gotham City, New Jersey, United States, on Planet Earth.

Black Hat holds sovereignty over Arkham Asylum, giving them the ability to make limited changes.

Arkham Asylum is located on the outskirts of Gotham City, inside Arkham Island, a huge Island that can only be accessed through a huge long bridge from one of Gotham's ports or by traveling to there by sea or air. And is where those of Batman's foes or Gotham City villains, or even worlwide maniacs considered to be legally insane are incarcerated (other foes are incarcerated at Blackgate Penitentiary).
Although it has had numerous administrators, its current head is Quincy Sharp. The Asylum does not have a good record, at least with regard to the high profile cases; escapes are frequent, and those who are 'cured' and released tend to re-offend. Furthermore, several staff members, including at least one director, have ended up as residents, notably Dr. Jeremiah Arkham, Dr. Harleen Quinzel, Lyle Bolton and even the founder Dr. Amadeus Arkham.

Although having a bad record, Arkham Asylum it's still the most effective and High-tech prison of the world. It is the best mental hospital and institution for insane villains and crimminals. It is considered the best for imprisonment of insane villains. This is such that even Insane criminals and murderers from all around the glove are transfered from their local mental institution or penitentiary, to Arkham.

For example the serial killer Cletus Kasady, better known as Carnage, is oftenly transfered to Arkham for mental help and therapies that institutions like The Raft cannot provide.

Arkham Asylum holds a collection of supervillains that are incredibly affected by the madness, this makes Arkham inmates being like no others. This fact has caught Lord Death's (Shinigami Sama) personal attention and also caution. For Lord Death fears that the madness exposed on Gotham City, specially in Arkham Asylum, affects an inmate or villain at such point to create another Kishin. This is why Death himself has contributed with Quincy Sharp directly to improve the performance and aspects of Arkham Asylum. This way Lord Death has contributed to Arkham facility by providing it with technology, doctors, security, and even protection at a magical level.
Lord Death has also influences in Gotham City, such as infiltrated spies and meisters, for he believes that "preventing the madness to affect persons is much better than treat them in Arkham".

Lord Deaths fears of the creation of a new Kishin are mostly devoted to the existing of one of Arkham regular inmates and Gotham City serial killers: The Joker.

Arkham Asylum holds many Insane criminals and villains from all over the world (earth), but none of them is more feared, deadly and insane as The Joker. He is like "the main attraction" of Arkham Asylum. He is located in the Extremly Dangerous section of the Asylum, in one of the most equipped and protected cells of the institute and it is under 24 hours supervition with guards and cameras. Some of these high-tech security cams send the security video to Shinigami's Death Room. Just like the Asylum security alarms and signals are connected to the Death Room for letting Lord Death know when a dangerous patient escapes.
