Kekkei Genkai: Hikarino Kakusan
Description: She can use Light-jutsu, which involves the bending of light in one way or another.
Techniques: Hawk Sage mode, which focuses much, much more on agility then a Toad Sage's strength or a Fox sage's recuperative speed, Gaara's Legacy(In Hawk Sage mode, she uses her blinding speed and wires to strangle and crush her opponents), Hikarino Kakusan no Jutsu(Art of Scattering Light, creates mirages, can distort vision, or even make small areas completely invisible by directing light around them), Wind walk, which lets her do just that by casting her chakra out in a manner so complex most would get a headache even trying, and Perfect Chidori/Wind Shuriken, which she recreated from Gamakichi's stories whenever he came to visit.

Image

Personality
Alert and somewhat wound up, she doesn't take a second thought to take a chance to unwind whenever she has free time. She has a rather upbeat attitude, but comes off as snarky to anyone but Rin, who she thinks of as a little sister. She suffers from a rare form of autism that makes her able to see complex, intricate ideas with ease, but she stumbles with remembering the most simple tasks.

History
Raised as Rin's stepsister, the two practiced against each other, and although she could use higher-class jutsu with ease, she always had difficulty fulfilling the graduation requirements. However, she eventually pushed through and made it to Genin. She once again struggled until she was chosen by Takarikke to become her disciple, who saw that she would be able to put herself into her training. Seven years later, she left Takarikke's training, and passed the Chunin exams with flying colors(literally, her final move at the end of the tournament used refracting light through a prism and her ability to walk on the wind), and her true ability was put to use by the Kazekage, who saw her abilities just as he had seen Rin's.

So begins...

Rin stretched in her chair and sighed as she slumped forward on the desk she was working at.
"UGH!!!" she said angrily, flipping the desk and it's contents over, "I'm Kazekage, not some clerk! I should be out working with my fellow ninja, or at least helping teach kids about clones... At... The... Academy..." She grinned devilishly as her plan grew in her mind. She made the signs to one of the jutsus most used for battle, but best suited for doing this kind of work.
"Kage Bunshin no jutsu!" she murmured, letting her chakra flow out of her and form into an exact copy of her, waving away the unburned chakra that always formed as smoke away.
"Stay here and get this work done, I've been summoned {by myself} to assist in training of the students at the Academy." The clone nodded it's response, and got to work putting everything back in place. Rin made a mental note to see why her clones never talked, at least to her. {The least they could do is say "Yes, ma'am", or even "Okay, Rin", right?} she thought to herself as she hopped out the window and sped across the village, her ribbons streaming from her arms to act like grappling hooks as she swung from building to building. An Anbu soldier leapt up after her and said as they moved throughout the village, "You do know running is faster, right?".
"SCREW THAT, THIS IS FUN!!!" she laughed, as she swang from one pole to a building ahead. "And besides, Tsubame," she continued, "I've been stuck in a bloody office for the past hour, I don't want to get rusty!"
The ninja smiled under her mask, and took it off, revealing a black haired kunoichi.
"You always know it's me, don't you, Rinnie?"
"Of course! You've never moved like anyone else ever since you took that kunai to the hamstring! I should know, I was the one that had to take it out!" Tsubame frowned a little, noticing the twinge in her left leg again, and kept following Rin.
"Headed off to help the children again?" she said, stepping off of a ledge to keep up with Rin.
"You know me too well, Tsubame, and yes, they're our future! If I don't make sure they know which end of the kunai is sharp, who will?" The two laughed, and headed off to the Academy.

As the Kazekage and her Hawk Sage escort leapt through the village, Rin thought of something. This came as a shock to her, as she rarely had thoughts, especially thoughts like this. As she sent out one of her ribbons as a grappling hook, she turned to Tsubame, who's golden eyes were the only sign she had Sage Mode activated, staying perfectly still as she flew through the air, taking in nature energy and redispersing it in a path in front of and behind her to act as both propulsion and road.
"Tsubame, I've been thinking..." Rin said, her ribbons almost acting of their own accord to pull her through the city. Tsubame grinned at this as she interjected.
"A dangerous pastime for you..."
"I know, I know... But why don't we have a ninja in every village?"
"As in spies? We already have those, Rin."
"No, no, I mean like emissaries to the villages, ninjas that can act for either village and help the villages grow closer together. This can also allow us to quickly respond to any threat to our village and dispose of it."
"Rin... Never get thoughts like that. They're too brilliant to actually work."
"Not when YOU'RE the test subject!"
Tsubame slid to a stop in the air, and hovered as Rin formed a rail to stand on with a ribbon.
"You're kidding. Me, of all people."
"You expect me to trust anyone else, sis?"
Tsubame went to say something, then sighed.
"Where do you want me?"
"The Land of Mist, I think they might do you some good."
"And you'll want me back when?"
"Whenever you wish to come back."
"Any advice before I leave?"
"Yeah... Try to be amicable, and don't use Sage Mode unless you need it."
Tsubame nodded, and soared into the air, taking off towards Kirigakure at speeds that would make a falcon cry. Rin looked after her with a sigh.
{Be safe, sis... Please...}
With that, she took off towards the Academy once more.

Tsubame landed next to the group, speaking up as she dropped her Wind Walk jutsu.
"OR, she can drop by her village sometime soon, maybe pay a visit to some people who miss her?" She said cheerily, completely forgetting she was a Sand ninja in a different village, unannounced, at that. "How've you been, Emeli?"

Emeli jumped when the girl landed right next to her. "Wha.... Tsubame-sama?" Emeli looked around, surprised. "I didn't see you walk up, how did you... Oh, right. The sky. Silly me, how could I forget your capabilities," Emeli said. She sighed, relaxing a bit. "So, Tsubame-sama, tell me what brings the Sage of Song to Kirigakure? Surely you didn't travel all this way for just me?" Emeli asked her.

"The bird is here? Lovely. And what're going to do about her? I don't mind clipping her wings," said Shukaku, with slight malice in his voice. Emeli sighed.

"Shukaku, be nice. We're strong, but even I don't believe that we could easily defeat a sage. So be nice, at least enough to where she won't want to kill us," Emeli said, chiding him. She looked to Tsubame, then to the Mizukage. "Well, Tsubame-sama... I was being shown around the village by these two... one of who, might I add, is the Mizukage," Emeli said, slightly embarrassed for Tsubame's sudden appearance in the village. She hoped that this wouldn't cause tensions between the two, she didn't want to be the cause of a political conflict.

Matsuyo somehow felt that this sage was going to annoy him. She dropped into his village unannounced not even going by the gate. He let out an audible sigh, and increased his chakra level to actually be visible. The chakra was light blue in color and fell off of him like mist. His aura became unsettling to most ninja of lower rank. He was not trying to intimidate the sage he just wanted the villagers to get out of the way. The villagers seeing the chakra and then the aura he was letting off they scattered as fast as they could. leaving the four standing there. He cleared his throat. "Why did the bird come into the Dragons den unannounced?" he asked as he turned to look at the sage.

Tsubame smiled as she stared at the Mizukage trying to put on a show.
"Because she was sent by an even bigger dragon to act as the smaller dragon's assistant and to go on missions for said smaller dragon so that she can learn more about the cultures of other villages. And stop posturing, you'd only waste chakra trying to hit me and do more damage to your own village." She spoke with perfect evenness, not only unshaken by his chakramist, but actually mocking the very thought of the two fighting. However, she kept herself from going into Sage mode to prevent the Mizukage from knowing anything more than what he saw. She did, however, take one of her specially designed shuriken and send it spinning in the air in front of her, the shuriken's edge whistling a little tune as it spun around her as it was held aloft by the wind, showing where she had gotten her moniker "The Sage of Song" from. Her wires, kunai, and other weapons save the feather blades on her wrists all had this ability as well, letting her weapons sing a funeral dirge for her opponents. But this was regardless, as she didn't plan to use any of her weapons on this man, and if he should try to fight her, the one shuriken she had out would be enough.

"Good you would be a waste of my time anyways. I'll need to talk to your Kazekage now." He said staring down the sage. Matsuyo knew he could take her on after all he killed the most powerful Mizukage the village had seen at least until him. He smiled. "You expect me to give you missions and honor myself with being helped by you?" he scoffed at her. "I'll think about it once you introduce yourself to my village." He was incredibly mad that the Kazkage for their arrogance. 'You can't just send someone unannounced to any others village without consulting the other Kage first.' he thought. This politically was one of the worst things she could have done. She had disrespected him and then the "political" figure just said that she was to help him like they needed it. He blinked a few times just looking at her. He let his chakra return to normal he was mad and it was obvious. Not mad that this girl thought she could win but that she thought he would let her do things just because of she was. He turned around and was going to walk to his office to fill the paper work out for going to Sunagakure. He needed to speak to the Kazekage and if she wanted a mission she would be going with him them.

A small gust of sand blew into the village then, and formed in front of Matsuyo, taking the shape of Rin.
"Hiiii, I'm Rin Kaname, Kazekage, but you can just call me Rin! I sent Tsubame here to help you out with any missions you wouldn't want to send your own units on alone, in exchange, you can send one of your people here! I've done this as an act of good faith for our villages, one Suna ninja for one ninja from your village for six months out of the year, at which point they return to their own villages to report what they've learned about the other village's cultures! Think of it as an exchange program for ninja instead of scholars!"

Lia was walking around this her village, the mist village. She managed to find it, so that was a good sign. "It took you long enough to find your own bloody home." Isubo said within her. "Not my fault I can't read a map well." She yelled inside to him. "Yes it is."

She liked this village a lot, although it got way to hot for her, she liked it to be cool. She was eating some ramen she had goten from a place in town, walking around looking at what ever she could find, when she noticed some fimilar figures standing near her.

"Isubo, that's the Mizu, what's he doing out?" She wondered and Isubo only insulted her lack of ability to tell that he was probably on a mission. She decided to walk up to him, and saw Tetsu, that guy scared her a bit, always with the illusions. Also with them was someone she didn't know, and a girl who came out of the sand. "That was cool." She thought to herself before walking up.

She bowed to the Mizu out of respect, "Mizukage, it's good to see you." She said hugging him, she didn't know if she should or was interupting something, but it hardly mattered to her. "Hello, Tetsu. You still incharge of the Mizu's protection?" She said to him playfully.

"And you two are?" She said to the duo, and she did recognize the girl. She was a Kage, but she didn't change her question just because she remebered a fact.

Tsubame nodded her head in greeting to the new girl.
"That would be Rin Kagame, Kazakage of Sunagakure and my sister. I'm Tsubame Taka, Sage of Song and probably the strongest ninja in the village." She intentionally left her sentence ambiguous, in order to make Lia question whether she was referring to Suna or Kiri. "I apologize for answering in my sister's stead, but that's a Sensor-class jutsu that will only see the target, as it locks on to their specific chakra reading, ensuring the speaker won't lose track of the listener, and so the listener can be heard clearly in response. I should know, I helped make it." She spoke everything with no pride, malice, or sorrow. She only spoke the truth, as if it were the time of day she spoke. She then continued to spin her whistling shuriken in the air, now forming a small ball of wind around the shuriken as she practiced her wind control.

So many people appearing at once. First Tsubame shows up, literally dropping in from the sky. Second, the Kazekage just appeared into the village right in front of her. And now a new girl altogether? On top of this, she felt she was being ignored, which severely irritated Emeli.

Emeli waved slightly before speaking. "I'm Emeli Katsumaki, if anyone really cared. Seems like I'm being a little ignored, so I thought I'd put my word in," she said, smiling. She directed her attention to the new girl specifically, whom she felt an odd sensation of familiarity from, as if they had something in common. "Hello, who might you be? You're the only one I'm unfamiliar with here, and I'd feel terrible if I didn't at least know your name." Emeli spoke with a smile, despite her irritation. It was always good to be nice to people, lest you wish to make an enemy out of a potential ally. In reality, though, she hoped to disarm the hostile situation. The Mizukage and Tsubame were at ends with each other, and with the Kazekage randomly showing up, she was worried what would be done with herself. Additionally, the Mizukage insisted that he accompany them back to Sunagakure, which worried her slightly. And who would he send as an answer to Tsubame? She was unsure of the caliber of ninja in Kirigakure, but she couldn't imagine much aside from one of the Seven Swordsmen of the Mist being an acceptable answer to a sage.

Matsuyo gazed at the kage that had appeared. He has calmed down just a little and he was trying to think of the best thing to do in this situation. The sage was getting on his nerves and the kage was just now informing him of what she wanted to do. Matsuyo looked at the Kazekage "Why are you just now telling me of this?" He asked. But as for the Sage he was going to ignore her she had no political power mush less power in his village. The kazekage better have a good answer for just showing up and saying what she wanted and it better be a good reason. If the reason was just because he was going to turn her down. The only reason he has not lost it was due to the fact that his village would be in danger of getting destroyed if a fight broke out. He let out his breath waiting for this girl to say what she had to he was sick and tried of random people popping up out of nowhere.

A black feather gently drifted down to the group. It landed nearby, maybe two or three meters. The feather exploded into a cluster of them, revealing a Shinobi clad in a black overcoat, boots and Hakama, with a fishnet undershirt. He smiled softly, tightening his gloves.

Shigi stepped forwards, making his presence known, albeit subtly. "Lady Rin, Lord Matsuyo. It is an honour to see you - Ah, and who might these be? Accomplices?" He muttered, looking at the others. He nodded at Tetsu in greeting, but his smile quickly faded into his usual apathetic look. His eyes were locked onto Emeli. He knew her. The Jinchuriki that held the one tailed beast. He quickly shifted his gaze to Tsubame. She seemed familiar, but he wasn't completely sure.

He turned to Matsuyo and Rin. "I have come to tell you that Shishimaru, the Kodama Dealer, is dead. He should've rethought his plan and turned himself in to one of us. Shame, really." He muttered, his voice no louder than a whisper. It was one of Shigi's habits to speak quietly. "However, it would be in your best interest to attend the up and coming Summit in the land of Iron. This is where I shall discuss this matter, and no more shall be said here."

He sighed, and looked at them fully, rather than shifting his gaze now and then. "On a less formal note, I've been wondering how you've been and how your villages are. Konoha is reasonably quiet at the moment. And it seems to be having warm weather." He smiled, actually speaking at a normal tone for once.

"And.. Er... If you two.. And possibly Lady Riyo.. Wanted.. To um.." He stammered, struggling to speak. "Wanted to.. You know.. Visit Konoha for a day or two... I'd be welcome to have you." He finished, his face pale with effort. It wasn't like Shigi to ask anyone for anything. But hey, can you blame him for wanting to be friends with the other Kages?

Tsubame facepalmed at hearing the new featherbrain try to address Rin's Sandshape.
"Does no one ever listen to me? I said only the Mizukage can say anything to that shape and expect to be heard. For Karura's sake, can't I have one person listen to anything I say?"
With that, she just sat down cross-legged where she stood and folded her arms. She then closed her eyes.
"If anyone needs me, if you can even hear me, I'll be asleep right here!" she said, and immediately went to sleep, still sitting.

Matsuyo looked at Shigi and let out a sigh for another person showing up in his village for no reason but he offered something for him showing up so he did not feel so mad. He was wondering why on earth Rin started to sleep on the ground in the middle of his village. "Why don't you get up. Lets all go somewhere more private to speak." he said. He then pointed to the main building in his village where is office was. "Everyone that is here right now is invited to come so we may discuss this." He started to walk towards his office. "Oh and as regards to the invitation to come to your village, Shigi I will take you up on that offer." He then took a bow. "Thank you for the offer." He then held out his hand witha paper in it towards Emeli.
