Introduction
The Fourth Shinobi World War ended in a victory for the side of the Allied Shinobi Forces, but at the cost of hundreds of thousands of lives and the futures of the Five Kage, who were forced to retire after the severe damage sustained from their battle against Madara Uchiha. After the war, temporary Kage were elected and a summit was held to discuss the spoils of war, a discussion that went smoothly mainly because of the sense of unity and understanding amongst all of the shinobi. By the end of the discussions, the Seven Swords of the Mist were returned to Kirigakure, the Sage's Five Treasured Tools were returned to Kumo, and a large amount of manpower from all villages was expended to help rebuild the destroyed village of Konoha. The world was put on a path of recovery, and though the progress was slow, everyone seemed to recover just in time for the Tailed Beasts to return to the land in their natural, destructive form. The Ichibi, Shukaku, was the first to appear, stirring in the deserts of the Land of Wind and destroying a small village miles away from Suna. The next was the Nibi, spotted inhabiting the mountainous terrain of the Land of Lightning. The Sanbi and Rokubi appeared in the Land of Water, and the Yonbi and Gobi appeared in the Land of Earth. The Nanabi made its appearance in the Land of Wind, and the Hachibi and Kyuubi were passed on to their next inheritors from the Hidden Cloud and the Hidden Leaf respectively. The villages went on the hunt again, capturing and sealing as many beasts as they could to create a new generation of human weapons.

- Your character may be a Kage, a Jounin, a Chunin, a Gennin, or an Academy Student from any of the Five Shinobi Villages (Konoha, Suna, Kiri, Iwa, Kumo), or a Samurai from the Land of Iron, or whatever you want to make, as long as it’s reasonable and within the realm of the Naruto series.
- Clans that were once extinct have started to grow again. To explain, think of it like survivors finally have come out of hiding after seeing the unity and acceptance between villages. - The Akatsuki are back! Headed by a mysterious figure, the Akatsuki truly are back, but with a different goal in mind. Its mysterious leader has yet to reveal any of the organizations plans to even the organization itself, but their current mission is clear: to create as much chaos and disarray as possible. Weaken the villages, break the bond, and hit them where it hurts.
- Techniques like Black Lightning and Dust Release remain exclusive to those who first claim it. (In the case of Dust Release, the Tsuchikage will be allowed to decide who the Kekkei Tota is passed on to. The first character to claim Black Lightning will be permitted to pass on Black Lightning to other characters.)
- The Sharingan will be granted to all, but with limitations. Mangekyou will be granted to some (3 max), and Eternal will be granted to a limited number of people (2 max). In this RP, the Eternal will not become a Rinnegan, and it will only grant the user the ability to use their sharingan without going permanently blind in addition to a slight boost in power. If you do not want to have an Amaterasu/Tsukuyomi/Susanoo combo, you are free to create one yourself as long as you describe what the techniques do in your profile.
- The Rinnegan will not be given to anyone until further notice.
- Cursed Seals may be permitted, but with a valid explanation as to how your character acquired one. (If someone wants to create an Orochimaru-like character (ie. Some mad scientist) then that could be an explanation, but otherwise, be creative.)
- Though you’re allowed to create a character related to a canon, I would like originality when you create. I don’t want 50 Naruto-clones running around spamming Shadow Clone and Rasenganing everything.
- As far as sages are concerned, you are allowed to create a sage of whatever animal you desire as long as you adhere to the rules of being a sage and entering sage mode. (Being still if you aren't a member of Jugo's clan, etc.) Also, you can’t be a 3 year old sage. Be reasonable with the age.

"I agree that our base should border multiple countries, and having multiple bases will help with the mystery of the organization. As for the manipulation of the political figures I believe I could be of use in that matter. After all politics if nothing but a game of puppets. Whoever has the best control over their puppets wins and my control is flawless. I won't be much help in planning the location of our base I have spent most of my life in my Master's study in Sunagakure."
Yawning Mumoichu looked around at everyone and smoothed out his robes. "I have the feeling that everyone here is on limited time, as I myself have an agenda to accomplish at a later time." Standing up he looked to Joruri and throws a kunai into his lap. "Use that when you want to kill someone without them knowing. It's a jutsu of mine what it does is it drains the target of their chakra. It's great because as it's a jutsu of my creation is that it doesn't leave a mark for the damned, meaning hit the target and they die a slow, painful death." Stretching his back out he continued. "I'd say that'd be my way of getting things done discreetly. Only use it when something goes wrong in your political plan such as something goes wrong.... heheh I bet their chakra tastes delicious..." After that he fell backward and lit a cigarette and smoked it without any more want or need to be in the conversation.
Kootta kept his face neutral for the conversation, after all this way business.

I'm sure everyone here can agree on the fact that villages like to keep what happens in the villages within themselves." He paused a bit to let the others catch on to his line of thought.
"With Joruri pulling the strings, maintaining a hide out within a village shouldn't be too difficult. It would simply take a show of money for them to understand there's a gain. A bit of flattery and maybe genjutsu to warm them up to our side, and the key people in our way he turns into puppets. If we have to prove anything along the way, then a simple show of force might be in order to win them over." He stopped talking to pay attention to his barrier, no disturbances and then continued. " The higher ups can simply be made puppets but the lower ranks in a village will need to be bought. So a quick look at our finances is in order, meaning we need a banker. Whom I now owe an apology for having nothing to contribute at this time."

"I feel I should tell you as to my skill level in controlling multiple people." Joruri closes his eyes thinking for a moment doing some calculations of his chakra and effort needed to control people. After a moment he raises his head and addresses Kootta. "I can control 5 people for up to two days if I have someone giving me food and water. Up to 10 people for about 3 hours. If the situation is immensely out of control via one of my puppets I would be able to control 30 people at most for 20 minutes. Though I would prefer to avoid this. These people being ordanary people and not ninja. Ninja are much more difficult to control I need preparation to control a ninja Chunin or higher." He smiles confident of himself. "That is what I have to offer. I haven't much money so I won't be much help in that fact."
Takezo let out a deep sigh. It seemed that the organization needed one to keep track of their profits as well as the costs. Though the rogue ninja preferred to fight he could do the job. Besides he did have a large quantity of ryu that he gained during his youth that he never really spent. Nine million ryo to be exact. Unfortunately even though it was quite a bit for an individual to work with it would only start them off well before they gained a village.
"I will serve as the accountant for our organization. I have enough funds to buy supplies and bribes until we are able to make a strong hold on the other villages so that we can make an income of our own. On that note I will be making many trips to the Land of Honey for we will need their economic power to aid in our funding." He informed the group.

none the less it works and by a challenge I meant it as... nevermind I'm bad with words I can't even think of how to say it but anyway it seems that there's no one else posting on the Konoha side and my character is off in his own little world (as how he would act in this situation) so I'm waiting for either Konoha kids to post to read what they're doing or for the other Akatsuki members to finish the meeting so we can advance the story some more

First of all Shugo, I don't see why you even included me in that comment when I haven't commented on your character.
Second, despite knowing me for two years; it would appear you truly don't know me. I enjoy a challenge, but a challenge requires someone to at least be a peer in an event. Usually, people who get uppity and such are not a peer. It's usually just an idiot talking out of their ass, which does annoy me. As for overbearingly cocky, aka arrogant, no one likes arrogant people.
Lastly, annoying people into doing things is not a form a psychology...it's being an annoying little cunt

Roku after hanging out with you and Neko for about 2 years I've found both of you have a flaw when it comes to people, you can't stand either a challenge or someone who's overbearingly cocky. That said I decided to make a character who plays off that difference for more roleplay action, why this works? Simple. Most of your characters are either calm and collected or the exact other side of the spectrum. That being as you two decided on your professional side I made a character to both ease tension and cause enjoyable moments for the roleplay.... Anyway as to why I posted this was to tell as to why I'm like this in the OOC as well, the basic fact that me talking as such would rouse you to post as well as become more involved yet again. Psychology isn't it fun?

honestly I'm waiting on Neko and Roku to post so we can get the Akatsuki moving again I mean really we just stopped I dare say we've gone into an almost sleepless state wouldn't you say?

The reason I questioned this was because if you ask OOC stuff in the posting 90% of roleplays die off because they feel rushed so any more questions?

Well, I'm sort of waiting either an opening that Rinji can see or for Maren to call for help to post as Rinji. Right now it would just be a whole lot of reactionary text, without much or any actually driving action. I rather just sum all that reaction when the post will contribute to the action, rather than just giving an "status update" post. Take all the time you need also, I have the patience of a dead garden hose. Also, kinda want to let some other people gets some posts in to balance it out.
As far as Sewo goes, I was thinking of using him as more of an "arc starter", like he shows up at one of the villages to have a personal sitdown with their perspective Kage. Especially since from what I can tell he's the only one that's actually a part of the Hidden mist at the moment. Which I'm also fine with.

Second of all I'm a huge fan of Naruto, though I can't remember which season of Shippuden I'm on, I am howecer somewhat versed in the universe of Naruto so I'd really like to join this. With your approval I would love to create a character for this roleplay.
