Personality: Billy's a man who carries himself by having spite for everyone around him (especially this group considering how young they are). It's how he's always lived, although he truly does mean well for others even though he won't admit it for himself. He's incredibly slow to trust others, having lived most of his adult life being wary of the people passing by, but easy enough to talk to. Most of the time, he'll either be a bit of a blabbermouth or give one-two word responses. Bill is also quite crass in both his speech and mannerisms and could care less what other people think of him, sometimes taking the route of intentionally confusing someone for his own shits and giggles. Billy thinks himself to be the wisest, having lived the longest, done the most drugs, and having seen the evil and good of man in his life as a bum so it's hard not to act a bit high and mighty in terms of life-experience in the forms of stories and what-not.
His time with the scientists had changed him from his, at least moderately peachy self, to a man with a short temper and PTSD.

Super Strength - Bill can hit, grab, and throw harder then anyone in the world. Thanks to the genetic tinkering of scientists, his muscles and bones, though seemingly indifferent in size to even the trained eye are quite developed. His grip can bend metal poles, his strength can lift cars, and his throw can fling people like they were rocks.
Resilience - This isn't as much an ability as it was a trained necessity. The constant breaking and re-breaking of bones and skin served as conditioning for himself every time he had used his strength. It served as mandatory and sometimes, unwilling training. Due to it, Bill's body can withstand his own strength, to a limit, and his body's reliance to damage from others.
Dulling of Pain - Due to his Resilience training, Bill's sense of pain has dulled, which allows him to have a higher threshold.
Side Effects:
Super Strength - Makes it impossible to perform delicate, precise or tasks that require skin contact with another person without breaking something. Also drains stamina much quicker then a regular person would, making him easily tired.
Resilience - Can be surpassed easily if not careful during combat.
Dulling of Pain - The inability to notice grievous injuries immediately and retreat from a fight to recover.
