John Doe
John wears a nondescript mixture of streetclothes and what the Infiltrators have gleaned is popular with the wayfaring Resistance crowd, although he's partial to muted colours. He doesn't normally wear Bureau uniform, being as how his job often requires that he fit in with streetpeople and not give them reason to panic. He wears a brown knapsack holding what appears to be a First Aid Kit. He's 5'4 and a bit peeved about his height. His eyes have dark shadows under them and his body in general is a bit bony due to lack of sleep and food.
Non-Lethal Crowd Control
Along with his infamous chloroform rag, John also carries around a plastic kit emblazoned with a red cross, not dissimilar to the Red Cross Sign. However, this kit doesn't hold bandages -- it holds vials and hypodermic needles. Each of the vials can either be injected or simply forced down someone's throat to render them docile or unconscious.

Around John's neck is a necklace with a silver pearl ring strung on a black, elastic line. He isn't quite sure where he got it from, but he conjectures that it was something from a past relationship.
John can be best described as an oddity. In the Bureau, there are those who are passionate about their work. Those who take vindictive pleasure in taking their just dues from the dirty criminals of the Resistance. Then there are those who are merely in for the money. And there are those who can't quite understand why they're working here.

And then, there'd be John.

John is an expert at what he does. Sometimes he'll forget to take care of himself in order to patrol the roads and keep everyone in line.

And sometimes he'll forget to even check in at all.
What he does is temperamental, and so is he. He might be mad for no reason, and he might be happy. You can never guess.
