Dhara is situated on the fourth circle with no neighbour. Dhara is a strange mix of grasslands, badlands, desert and shrublands. Dhara is inhabited by many different tribes, most of which are nomadic, but some are stationary. The tribes occasionally war with each other, but this is uncommon. Unlike the Bhaeldronic tribes, the position of chieftain is hereditary and cunning is valued over strength. Ruins of an ancient civilisation sleep in the badlands and deserts of Dhara, which often provide shelter for the nomadic tribes as they travel. There is one structure that is not ruined, and that is the Great Hall. Nobody knows who built it, but in times of need the Dharan tribes gather there to discuss plans. The Hall is guarded by ancient spirits which are not to be trifled with. They are there to prevent any of the tribes from setting up a permanent residence there. Why they do so, nobody knows.
