A WORLD AT WAR
═══════════════════

Year 2033, two decades after average men and women had started developing science-defying powers, tension is at a new time high. These mutants count for barely five percent of the human population, but in the span of ten years, they've managed to create their own country, the Empire of Gautama, and have taken over the continents of Africa and South Asia with no intention of stopping their expansion. Non-mutants are seen as second-class citizens and deprived of all technology, something that had outraged the remaining nations.

Tension between mutants and non-mutants elsewhere escalated in the wake of Gautama's birth until the War Council, an assembly that rose into existence after the fall of the Unite Nation, declared that all mutants needed to be relocated into small, highly secured facilities scattered throughout the world for the safety reasons. They were forced to participate in studies and experiments, often with family members held as hostages, to help the world understand them better. Their main focus remains finding a way to correctly identify and locate mutants, something near impossible so far with genes alone so similar mutants and non-mutants were to each other.

Of course, it was no secret that mutants were treated horribly within those facilities, but the War Council ensured that the governments would promptly squash any one who dared to voice their opposition. Dignitaries from all nations no longer gathered together to discuss ways of keeping political stability and peace, what they discussed were ways of eliminating the growing threat of mutants and their Eden. On the surface, all may seem well, and citizens of the free nations may appear to be living comfortably in peace, but conscription and military propaganda are more aggressive than ever. Civil unrest was almost tangible. Friends one day could become foes the next, and a brother in the morning could become a monster by night. Mutants were no longer tolerated, and any caught helping them faced incarceration without trial.

But people adapt, and with every new law came lawbreakers. Some were rogue simply because they enjoyed going against figures of authority or the chaos that came with their rebellion. Others were forced the break the law for survival purposes. And finally, some do it to make a statement, to fight for what they believed in.

The Empire of Gautama - X/Y Slots Open
The Empire of Gautama is a nation of simplicity and humility. It was no easy task to unite hundreds of people under the same banner and smash away cultural differences, but the nation's founder, simply known as the Emperor, had managed to do just that with a mixture of tolerance and severity. In fact, it could be said that Gautaman's respect and tolerance towards one another were born out of fear and love for their ruler. All who lived on is land were his subjects and any crime or disrespect committed against them were affronts against him and punishable by death. This also applied to said subjects: rather than have his wares damage themselves and risk damaging others through meaningless bickering, he would put them down publicly to make an example out of them.

Despite the ruthlessness of their emperor, inhabitants of Gautama live a happy and simple life. Their lands have been restored to its previous glory, without any sign of global pollution or erosion. It made harvest and game animal plentiful rarely did any of them had to worry about their next meal in the past decade. They had no access to technology and it was as though the world had been plunged back to pre-colonization times, but there were little they could complain about except for the set back in medical treatment.

Things change drastically at around a mile from Gautama's capital, Mandira. The city is a modern metropolis, but very few may have access to it. In fact, except for a handful of officials, only mutants may enter for it is a place where mutants are gathered, educated in the arts of war and granted much privileges. All mutants are expected to play a role in the war against non-mutants. Should they refuse, it will be considered treason and the authorities will find a way for the to contribute even if it is against their wishes, but it is said that there is nowhere better for mutants on Earth than Mandira.

The War Council - X/Y Slots Open
After Gautama's intentions were made clear, peace was no longer an option in the eyes of many and many important players withdrew from the United Nations to form the War Council, an international organization in which they would pour their resources and manpower to fight a common enemy. Their main sponsors are the United States of America, the reformed Soviet Union, and the Democratic Republic of China. Their base is located in Washington D.C., the capital of the United States, but the general public are not made aware exactly where it is within the state.

The War Council possess formidable weapons and the authority to launch nuclear warheads at anytime. It is also backed up by a large network of satellites used to gather intelligence on each and every one of its enemy's movements with minimal success.
