Appearance: Devon has a lightly tanned Caucasian skin, dark blonde hair that's kept short and is nearly always messy. His eyes are a palish grey/green with a sharp almost hostile look over them. He has a broad chin and under-jaw further accentuated by his almost ever present stubble. He is slightly taller than average but due to his broad shoulders and mildly more muscular build than the average human, it's often missed until people stand face to face with him. He usually wears a pair of dark blue jeans combined with a black/green/blue t-shirt. However when out 'hunting' he dons his
combat armor, consisting of a black full mask helmet complete with bullet proof red visors, air purification and side mounted radio and camera, a black carbon composite chest-piece, black jeans with patches of carbon composite strapped on, black military grade boots, black leather gloves, a black long coat and a utility belt.
Skills/Abilities: The reason why Devon can go out 'hunting' in that easily identifiable suit of armor without instantly having guns, blades and abilities aimed at him from everywhere is because he can create a cloaking field. This cloaking field can used to make himself and with some extra strain perhaps even a second person invisible, or to cloak his appearance into something that appears more normal(but is more mentally straining than just going invisible), like some random human. However this ability is far from perfect, it requires constant awareness to keep the cloak up, and without a mirror he can't confirm if he still is cloaked or not. Invisibility has all the obvious disadvantages one would imagine, it makes it far more likely for someone to randomly bump into you and become aware and make others aware of the invisible being they bumped into. Furthermore it only cloaks him visually, infra red camera's for example aren't fooled by his trickery.
Devon is also quite tech savvy, creating gadgets, ammo and the like to keep him, and his 'allies', at the top of the game. Of course reverse engineering any Horizon tech he gets his hands on also helps with that. Beyond that Devon while most certainly not the best shot in the city, he has a quite decent aim.
Gen. Info: Devon is a Catalyst with the ability to make himself invisible or appear as something else. He's armed with a variety of guns(high-powered sniper rifle, bullpup assault rifle and a handgun), explosives and other gadgets. He sits somewhere between the Freelance Initiative and the hunter blacklist, usually acting as a vigilante, but willing to some mercenary/assassin work when the job isn't quite morally deplorable(basically only taking targets that deserve to die).
Both of the associations have limited contact with him. Of the Hunter Blacklist only the top have a way to contact him directly via a special encrypted line, however all of them can do some internet shopping for the gadgets he makes using an almost untraceable site and products discretely shipped to a pick-up point for the buyer. The Freelance Initiative on the other hand have a bit more face-to-face contact with him, they too can contact him via a similar encrypted line, but most of the contact comes from him dropping off ordered wares(which he sells to them at much less steep prices).
History: Devon was originally one of Horizon's catalysts. Since his intelligence was on par with most of the scientists at the facility and his ability would make him very suitable for covert ops, he was trained as a self operating agent with an expertise in gadgetry. The training paid off, perhaps a bit too well, as he escaped the facility when it came under assault from one of the other factions, and became a rogue agent.
Upon escaping however he found himself in the middle of a void, no real place to run to and realistically no way to fight back if Horizon or one of the other factions came for his hide. After quite some running and hiding he managed to find a place he deemed safe enough and set up his shop as it were. Here he came into contact with the Freelance Initiative, who kindly offered him to join, while he refused their offer he made sure to keep on friendly terms with them seeing that they were fighting common enemies for the most part. His run in with the Hunter Blacklist was on less friendly terms, while hunting down one particular rotten piece of humanity he was met by one of the Blacklists members who was hunting the same target. That member made the split second decision to form a truce, figuring Devon would probably be worth more to them alive than dead, and Devon figuring it would be better not to make enemies out of a group of well trained man-hunters. The truce still stands, although both sides are still a bit uneasy with the situation.
