Description

Name: Devon Steele

Nickname: Freischütz

Gender: Male

Appearance: Devon has a lightly tanned Caucasian skin, dark blonde hair that's kept short and is nearly always messy. His eyes are a palish grey/green with a sharp almost hostile look over them. He has a broad chin and under-jaw further accentuated by his almost ever present stubble. He is slightly taller than average but due to his broad shoulders and mildly more muscular build than the average human, it's often missed until people stand face to face with him. He usually wears a pair of dark blue jeans combined with a black/green/blue t-shirt. However when out 'hunting' he dons his combat armor, consisting of a black full mask helmet complete with bullet proof red visors, air purification and side mounted radio and camera, a black carbon composite chest-piece, black jeans with patches of carbon composite strapped on, black military grade boots, black leather gloves, a black long coat and a utility belt.

Skills/Abilities: The reason why Devon can go out 'hunting' in that easily identifiable suit of armor without instantly having guns, blades and abilities aimed at him from everywhere is because he can create a cloaking field. This cloaking field can used to make himself and with some extra strain perhaps even a second person invisible, or to cloak his appearance into something that appears more normal(but is more mentally straining than just going invisible), like some random human. However this ability is far from perfect, it requires constant awareness to keep the cloak up, and without a mirror he can't confirm if he still is cloaked or not. Invisibility has all the obvious disadvantages one would imagine, it makes it far more likely for someone to randomly bump into you and become aware and make others aware of the invisible being they bumped into. Furthermore it only cloaks him visually, infra red camera's for example aren't fooled by his trickery.

Devon is also quite tech savvy, creating gadgets, ammo and the like to keep him, and his 'allies', at the top of the game. Of course reverse engineering any Horizon tech he gets his hands on also helps with that. Beyond that Devon while most certainly not the best shot in the city, he has a quite decent aim.


Gen. Info: Devon is a Catalyst with the ability to make himself invisible or appear as something else. He's armed with a variety of guns(high-powered sniper rifle, bullpup assault rifle and a handgun), explosives and other gadgets. He sits somewhere between the Freelance Initiative and the hunter blacklist, usually acting as a vigilante, but willing to some mercenary/assassin work when the job isn't quite morally deplorable(basically only taking targets that deserve to die).

Both of the associations have limited contact with him. Of the Hunter Blacklist only the top have a way to contact him directly via a special encrypted line, however all of them can do some internet shopping for the gadgets he makes using an almost untraceable site and products discretely shipped to a pick-up point for the buyer. The Freelance Initiative on the other hand have a bit more face-to-face contact with him, they too can contact him via a similar encrypted line, but most of the contact comes from him dropping off ordered wares(which he sells to them at much less steep prices).


History: Devon was originally one of Horizon's catalysts. Since his intelligence was on par with most of the scientists at the facility and his ability would make him very suitable for covert ops, he was trained as a self operating agent with an expertise in gadgetry. The training paid off, perhaps a bit too well, as he escaped the facility when it came under assault from one of the other factions, and became a rogue agent.

Upon escaping however he found himself in the middle of a void, no real place to run to and realistically no way to fight back if Horizon or one of the other factions came for his hide. After quite some running and hiding he managed to find a place he deemed safe enough and set up his shop as it were. Here he came into contact with the Freelance Initiative, who kindly offered him to join, while he refused their offer he made sure to keep on friendly terms with them seeing that they were fighting common enemies for the most part. His run in with the Hunter Blacklist was on less friendly terms, while hunting down one particular rotten piece of humanity he was met by one of the Blacklists members who was hunting the same target. That member made the split second decision to form a truce, figuring Devon would probably be worth more to them alive than dead, and Devon figuring it would be better not to make enemies out of a group of well trained man-hunters. The truce still stands, although both sides are still a bit uneasy with the situation.

"There. That should be all." Devon said as he put the finishing touches on his latest creation. He grabbed a cloth towel to wipe the excess grease of the winch and his hands. "Another day, another raid it seems." He said after the news article has passed to the second half of the story. He then packed the winch neatly into a suitcase containing a small assortment of goods. After a quick change out of his greasy, fire marked working clothes into something more suitable for someone running around with a suitcase, he grabbed the suitcase and left his house. The streets were as crowded as usual for this area, making it easy to blend in and go by unnoticed. While he doubted Horizon was still actively searching for him, it certainly wasn't desirable for them to spot him this close to his hideout. But to go to the effort of hiding his appearance every time he went outside felt like it would be a bit too paranoid. He swiftly made his way to the Initiatives hideout.

To the untrained eye the door to the Initiatives hideout seemed unguarded, But Devon could feel and see the stares from the dark corners around him, at least two overlooking the street connected to the entrance from the windows of the houses. He wasn't quite certain what use those prying eyes would be when Horizon or the Insurgency would come knocking, that alley would still be a death trap to all inside. But with Ella around he was pretty certain they'd have a plan B, if that'd happen. At the very least Devon knew what he'd do in such a situation, make a new exit.

He opened the door and entered the alleyway. There was more hustle and bustle than he expected, perhaps they'd been expecting his delivery, perhaps there was something going to go down quite soon, or maybe they were just discussing and voicing concerns with the recent increase in images of Catalysts floating around. Honestly it wasn't his business, he was just here to drop off his products, that however never stopped him from sticking his nose in their business and bringing himself up to speed. He put his suitcase down on the table and opened the case revealing it's contents. It didn't take long for people to take notice and walk over to Devon. Aside from the couple of special order items the case mostly contained what he'd call his working stock, small stuff like bugs, smoke bombs, stun batons, infrared and night-vision camera's, replacement batteries and some more small gadgetry and non-lethal weaponry.

Ella was checking the CC TV's and making sure all the cameras were working properly. She had to be sure everything was right or else her calculations would be off and if their were an attack lives would be lost. Ella was not about to take that chance.
They all seem fine... And no reports of people outside... Good. She thought as she pulled on her boots and laced them tightly. She glanced up at the screens now and then and suddenly a figure caught her attention.
Hmmph! Isn't he a bit early? Quickly Ella checked her watch just to find that the battery was dead! Cursing herself loudly Ella bolted from the security room almost knocking over the next person that was heading in to watch the cameras. "SORRY!" She called back as she ran.
It only took her a few minutes to get to where Devon was selling his gadgets. Ella let out a low annoyed sigh as she slowed to a walk and came to a stand still in front of the table. She looked at what he had and then up at Devon.
Scowling Ella waved her hand in the air, as if swatting away a fly. "Yes, yes I know I'm late! But it couldn't be helped!" She tapped her watch and held her wrist up to her ear,
Definitely dead..
She thought as she lowered her hand to her side a flustered look on her face. "What have you got for us today?" She asked, a glint of excitement crossing her face. Ella would be lying if she said she didn't look forward to seeing what new toys Devon had managed to think up. She loved adding new variables to her equations, and with his weapons the outcomes were always.... Interesting, to say the least.

Sales were good today too, to the point where Devon had actually bought a new and larger suitcase twice in the last week, to be able to cram enough stuff in it to ensure a higher supply than demand. After all you shouldn't let those vigilantes run out on the street being undergeared if not needed. As he'd come to get accustomed with there were the same customers as ever complaining about his prices, but as always he pointed out that he hardly asked more than the price of the materials. While a lot more costly to ensure both sides secrecy, dealing with the hunter blacklist was a lot more profitable, and they hardly ever fussed about prices.

From the corner of his eye he spots a familiar figure running towards him, Ella excused herself for being late and appeared to be checking a dead watch to confirm it was in fact dead. As always she seemed quite eager to see what he brought today. "Well, for starters how about a nice little lithium ion button cell for that watch, on the house of course."He said digging up a small button cell from the suitcases innards.

He then pulled a canister from the suitcase, aside from the letters PAVA plastered on the side in bright orange it looked like the average tear gas canister. "These tear gas canisters are filled with capsaicin, Nonivamide to be precise. They work just the same as any other tear gas grenade, pull the pin and throw it, but the smoke that forms will carry the capsaicin through the air, into the eyes, nose and respiratory system of anyone unfortunate enough to be in that cloud. And trust me this stuff is nasty, one can of this stuff spread through the alleyway would still be strong enough to feel like someone is spraying pepper spray in your face constantly. So forgive me if I won't give a demonstration this time, and when using it be sure to avoid the fine orange mist like the plague." He said holding his hand squarely on the safety pin ensuring nobody would be so stupid to test it out anyways. They had been quite the challenge to make, looking back on it he now knew why the research on it he found was discontinued, getting the smoke particles just the right size, shape and chemical composition as to carry the capsaicin and dissipate over time was quite a bit harder than expected, but the result was quite satisfactory.

Vanessa arrives at the Alleyway through the lone door that separated it and the rest of Emperia City. She looks around, with her royal appearance, she could easily draw attention, which she wanted. She had heard rumors of Catalysts meeting here in secret and acting as a group of Good Samaritans.

She accounted to herself of confirming rumors outside of Horizon Foundation and the Chaos Insurgency. She knew for sure that the insurgency existed, she has both evidence and plans for them.

So Vanessa wanders the Alleyway, looking for whatever clues could suggest the existence of these Catalysts. However, she is also ready for an encounter in case if someone meets her, Vanessa decided to focus, imagine, then command her flowing hair to turn to a bright, snowy white!

Nia was sick. It hurt to move, to talk. It hurt to see and it hurt to hear. Not that she should if she could. She was in hiding. Her last adventure had drawn too much attention. But it was worth the lives saved. Her head beat at her skull as she lay, trying to rest. Even with her eyes closed she could feel the world spinning around her despite gravity behaving in its usual way.

There was a disturbance. A visitor. She squeezed her eyes shut harder, as if it would help to bury the curiosity. It didn’t work and within five minutes she was up on her wobbly feet and making her way to the sounds that beat at her brain mercilessly.

Nia quavered as she went, but there was some clarity gifted to her when she saw what was happening. She was quite the fan of Devon’s gadgets – not that she could buy any for herself, and, well, she tended to end up destroying anything on her when she was in ‘flight’. But she couldn’t say she was fond of the man. No, she was fairly certain his next visit could be to the people who wanted their skins. She approached; beat up and busted but still in that sometimes worrying optimistic mind-set of hers.

“Hm” she began, introducing herself to the conversation as she came up behind Ella. “Anything to stop me crashing?”

It was a joke – probably not he most tasteful – but, making fun of herself made her feel better, at least.

The world went swimming again and she took a hold of the table as a bad wave of vertigo washed over. Once it had settled some, she opened her eyes a little to examine what was on offer.

“Nice. I guess I have that to look forward to later this week.” She said, still managing to sound polite despite the malice behind her intentions. It was a jibe at the way he worked; who else he might provide for. Her mistrust was plain in her eyes.

After a few moments and wince, she gave Ella a disapproving look.

As Devon was showing Ella his new type of.... well, crowd control gas grenade Nia approached, quite busted up and honestly in a state where he'd rather see her walk to a doctor than to him. But it wasn't the first time he saw her like that, and it most likely wouldn't be the last, she appeared to have quite the tricky gift, hard to control and very unforgiving when she lost control. She jokingly mentioned wanting something that'd prevent her from crashing. However to Devon this was the opportunity to finally get to solving that rather pitiful problem of hers, without looking like he was trying to mess with her. She didn't have much money to spend, as was made clear by the fact that she most definitely had interest in his wares, but never even seemed to consider buying anything. And unlike some others she didn't beg and whine for lower prices or freebies.

"If you mean by crashing flying into objects after you've gone up in the air, or a less than controlled landing, I might be able to help with that. I don't have something that could do that right now, but I'll think of something... Free of charge of course." He said as Nia threw her mistrust and disapproval his and Ella's way. It wasn't the first time she did this, and most likely her biggest beef was that he wasn't one of them, yet like some black market weapon dealer sold his arms to all sides of the conflict. Which wasn't exactly incorrect, but it wasn't the full truth either.

After seeing that look once more he chuckled lightly and said: "You don't have to put up a face like the devil suddenly came to you to make a deal in exchange for your soul. Though that wariness, caution and distrust is something I like and respect, keeps you alive in a world like this. I know you don't put much trust in my words beyond when I'm talking about my wares, but at least put some trust in the old saying, the enemy of my enemy. And we share quite a few common enemies, so at very least trust me to not backstab you guys until those stains of society are gone."
