Setting
A small collection of islands to the north of the Fifth Ward. Built overtop an old medieval settlement, there is a small keep on the northernmost island. Each island is linked by a series of bridges and concrete piers. This section is controlled mostly by gangs, as the police have little access to this part of the city, and any officers stationed either abandon their post, or die defending it. The Outskirts has little to offer the city, covered primarily in forests, with the occasional road or two connecting a few settlements.
