HISTORY
According to Raak, he remembers nothing from before his mother was murdered by a mage, age 13 by the way. However, he could tell you about the orphanage that he stayed at till he was sixteen. He could tell you that even though he was raised in a tech neighborhood, his best friend at the orphanage was a mage. He could tell you that the headmaster was 72 years old when he first got to the orphanage. He could also tell you that he was never bullied after the second day, due to the beating with a pipe, that he gave to the highest bully when he demanded his lunch. He could tell you that at sixteen, Raak took no pause to enter HPPF.
Raak has been in HPPF for seven years, two training and three in special operations. When a program to create the first hybrid tech was started, Raak became, willingly, the first to take them out to the streets. He tested the early versions almost every piece of equipment that HPPF uses standard anymore, and can be considered as the first face of the publicly seen 'Hybrids protecting all campaign' since he not only tested the equipment, but in well known battles against several late warlords. After the program had been open for a year and more than proved just how effective it could be, Raak was given the cyborg enhancements and his current armor and weapon. Since then, he has been successfully deployed to remove 20 extreme chaotics (HPPF term for those who wish to start wars, enact acts of violence, and do anything that disrupts the peace)
HYBRID POWERS PEACE FORCE
This group is not the largest pseudo police the world has to offer. They do not follow any laws, nor do they enforce any. Instead, they simply follow two rules, eliminate chaotics (piety thieves and other low level law breakers do not count) and aid civilians in need. This has led to many political conflicts with police agencies, but thanks to a very effective marketing department, the HPPF is not only popular among the civilians who live in cities protected by them, but also often the first to hear about criminal groups from said civilians.
The HPPF numbers about 40,000 enforcers (all better armed than most military special forces), 300,000 scientists, 34 cities (including Central), 150,000 public relations officials, and 3,000 enforcer directions personnel within their control. The enforcers act for two jobs, aiding civilians and eliminating chaotics. The cities that the HPPF controls are generally very well defended by said patrolling enforcers. Within the ranks of the enforcers, there are about 1,500 cyborgs. These units are generally sent to eliminate the most powerful chaotics. When times are peaceful, the cyborgs preform standard enforcer jobs. This means that seeing a HPPF cyborg means that your city is either a high threat, or extremely peaceful.
